Senior HCV Program Advisors

Quadel is seeking a highly experienced and knowledgeable Senior HCV Program Advisor to join our team of affordable housing experts. In this senior-level role, you will provide strategic leadership, high-level oversight, and technical guidance to Housing Choice Voucher (HCV) programs across the country. This is an excellent opportunity for professionals with deep HCV knowledge who are ready to influence program direction, mentor staff, and ensure compliance with HUD regulations. Travel is required and can be up to 50%. Key Responsibilities: Provide expert-level consultation on HCV program operations, policy implementation, and regulatory compliance. Lead quality control initiatives to ensure adherence to HUD requirements and industry best practices. Guide and support internal teams and client staff through complex case scenarios, audits, and program reviews. Develop and deliver training on HCV rules, procedures, and systems to enhance staff performance and program consistency. Assist in the interpretation and application of HUD regulations, notices, and updates. Analyze program performance data to identify trends, resolve issues, and recommend improvements. Collaborate with senior leadership and stakeholders to develop strategies that optimize program outcomes and service delivery. Support new program startups, transitions, or corrective action plans as needed. ​​​​​​​ Preferred Skillset: Extensive knowledge of HCV regulations, HUD handbooks, and EIV systems. Demonstrated experience in managing or advising large-scale HCV programs. Strong leadership, analytical, and problem-solving abilities. Excellent communication and interpersonal skills. Ability to work independently and manage multiple priorities effectively. Proficiency in Microsoft Office and housing management software (e.g., Yardi, Elite, Emphasys).
