Position Summary : The Senior Housing Compliance Specialist is responsible for ensuring all LIHTC properties managed by WellLife Network maintain full compliance with Low Income Housing Tax Credits regulations and any other state, local or federal regulations. This employee works in collaboration with General Services, Fiscal and Residential Services teams and oversees the Housing Compliance Specialists. This employee is required to visit LIHTC locations throughout NYC, Nassau and Suffolk Counties on a regular basis. Essential Accountabilites : Review and monitor all initial lease-up of new LIHTC developments, applicant interviews, verifications, income calculations, eligibility determinations, file compilation & review, production of reports. Executes leases, annual lease renewals and LIHTC documentation for all units. Reviews annual inspections of community apartments outcomes in collaboration with Housing Compliance Specialists (HCS) and General Services. Collaborates with General Services regarding maintenance and general upkeep of LIHTC buildings including indoor and outdoor space. Provides training to staff and tenants regarding utilities. Collabote with Housing Coplaince Specialists to ensure residents utilize AppFolio to make rent payments. Oversee rent collection process and collaborate with Fiscal Department to monitor arrears. Works with team to develop payment plans for units in rental arrears. Monitoring changes in LIHTC regulations and requirements and implementing changes as indicated. Maintenance of tenant files in compliance with regulations. Determination of financial eligibility for all new admissions into LIHTC-funded programs. Processing all new applicants, annual and re-certifications and unit transfers in accord with HUD 4350.3 requirements and LIHTC. Preparation of re-certification notification letters in compliance with LIHTC regulations. Works with program staff to ensure files are produced timely and are free from errors and omissions, prepares income calculations and tenant income certifications. Maintain waitlist of eligible tenants for community units. Oversee tenant move-ins and move outs as they occur and ensure timely turnover of apartments to limit vacancy days. Ensure Housing Compliance Specialists are proficient in the essential functions noted above. Train and oversee daily activities of Housing Compliance Specialists. Deliver effective onboarding and ongoing training to Housing Compliance Specialists by assessing learning needs and adapt training methods to different learning styles. Provide continuous learning and professinal develioment bu coaching staff to build skills, confidence and job proficiency. Effectively supervise staff by providing consistent direction, support and feedback to ensure productivity, accountability and quality standards. Set clear expectations, priorities and goals. Monitor staff performance to ensure compliance with policies and procedures. Communicate feedback and decisions in a respectful manner, emphasizing the importance of the team structure. Monitors waitlists for compliance with federal regulations and requirements. Complete reports to Director of Property Management, Tax Credit Syndicators and funding sources. Participates in all tax credit reviews by outside entities. Remain current with all agency required compliance documents and trainings. Facilitates departmental meetings as scheduled. Attendance at all trainings as required, including annual Relias Learning, Fair Housing and ADA trainings. Successful completion and certification of Assisted Housing Manager and LIHTC trainings. Remain current with all agency required compliance documents and trainings. Complete correspondences with CGMR Compliance Partners as needed. Complete additional duties as requested. Supportive Environment: A collaborative team that values your contributions Qualifications Associate’s degree with at least 5 years’ experience working in property management environment. The individual in this position must possess strong organizational skills and a detail-oriented approach. Strong computer literacy skills are essential to this position. Must have certification in low-income housing tax credits (or obtain within 6 months from date of hire). Knowledge of HUD requirements and accounting experience is a plus. Excellent verbal and written communication skills are also required. Experience and/or education in working with people with mental health and/or substance use is a plus.
