  • Permanent fulltime role

This is more than a reporting role. You will be a steward of workforce data, an insight translator, and a tool builder — creating the data products and analysis that help leaders understand what is happening across the workforce, why it matters, and what action to take next.

Mō mātou | About us

Oranga Tamariki—Ministry for Children has a commitment to putting tamariki and rangatahi at the heart of what we do. In our work, we aim to demonstrate these values:

  • We put Tamariki first
  • We believe Aroha is vital
  • We respect the Mana of people
  • We are Tika and Pono
  • We value Whakapapa
  • We recognise that Oranga is a journey

We are committed to ensuring that New Zealand is the best place in the world to be a child. We are also committed to ensuring Oranga Tamariki partners with hapū, iwi and Māori organisations to find appropriate solutions for tamariki in need.

Mō te tūnga | About the role

Are you a data-driven HR analytics professional who can turn complex workforce data into meaningful insights, robust data models, and practical Power BI tools that influence decision-making? We're looking for a Senior HR Analyst to provide expert analysis, reporting, and data products that support organisational performance and workforce outcomes.

In this role, you'll be the go-to expert for HR data, leading the extraction, analysis, modelling, interpretation, and presentation of workforce information while building strong relationships with stakeholders across the organisation. You'll turn data into well-structured data models, reporting tools, and Power BI products that help non-technical audiences understand what the data means and how it can inform better decisions.

Hybrid working arrangements – office based in Wellington with flexible WFH options. Currently two days in the office, Tuesdays and Thursdays, with the ability to come in additional days for business requirements.

Ngā pūmanawatanga ōu | What you will bring

Key requirements of the role include:

  • Extensive experience as a senior analyst within HR, workforce, people analytics, or a related data environment.
  • Advanced Power BI expertise, including dashboard development, reporting, and data visualisation.
  • Proven ability to build and maintain data models and translate complex information into clear, actionable insights.
  • Strong analytical capability with a track record of identifying trends, risks, opportunities, and workforce patterns.
  • Confidence explaining data, insights, assumptions, and recommendations to a wide range of stakeholders, including senior leaders.
  • Experience developing reports, dashboards, metrics, that support business decision-making.
  • Strong understanding of data governance, quality assurance, and reporting best practice.
  • Experience preparing and managing responses for Official Information Act (OIA) requests, Parliamentary Questions (PQs), Ministerial enquiries, and other high-profile information requests.
  • Advanced Excel skills, workforce data, and business intelligence tools.
  • Exceptional communication skills with the ability to present technical information in a way that is easily understood by diverse audiences.
  • Understanding and appreciation of cross-cultural practices in particular; knowledge of tikanga Māori, and Pacific peoples’ culture

Nōu te rourou | What's in it for you

Oranga Tamariki offer a step-based remuneration package, that offers progression annually for experience through tenure. Annual remuneration for this position starts between $106,416 and $117,782 dependent on experience.

We also offer a vibrant and supportive team, flexible work options and a genuine commitment to wellbeing. We offer significant training and professional development so that you can thrive and grow. We welcome diversity and are committed to working in an inclusive and respectful way. This is your opportunity to apply your skills and experience to the wellbeing of tamariki and rangatahi.
