Apply Description Nickol Global Solutions (NGS) is seeking to recruit a Senior Monitoring & Evaluation (M&E) Officer to lead the design, implementation, and management of the monitoring, evaluation, and learning systems for an anticipated multi-country technical assistance project supporting the implementation of labor commitments in U.S. trade arrangements. The Senior M&E Officer will be responsible for indicator design, data collection and analysis, performance monitoring, and learning and adaptation across Malaysia and Bangladesh, as well as any additional countries in the region added during implementation of the three-year project. The Senior M&E Officer will report to the Project Director and work closely with the country teams. This is a full-time, remote position, which is contingent upon award. Substantial international travel is required. Requirements The Senior M&E Officer will have overall responsibility for: Leading the design, implementation, and regular updating of the Project M&E plan, including development of milestones and indicators. Proposed approaches could include periodic stocktaking exercises, pause-and-reflect sessions, the development of learning products, workshops, discussions, assessments, evaluations, or other interventions. Oversight of the Project M&E plan, including collection, disaggregation, quality assessment, analysis, and reporting of milestones and indicator data throughout the period of performance. Supporting the effective use of data for programing decisions, facilitating continuous implementation, learning, and adapting. Oversight of country-specific M&E activities, ensuring activity targets are met or exceeded. Supervision and close collaboration with the country M&E Leads to support M&E objectives including coordination across activities and stakeholders, collaboration, continuous learning, and adaptive management. Overseeing operational research, studies, evaluations, and assessments. Annual reviews of performance data, milestone verification, indicator quality checks, and other internal validation activities necessary to assess progress and inform adaptive management decisions. Ensuring knowledge management and learning activities explicitly support adaptive management of the project. Supporting continuous analysis and research to identify challenges and issues around trade and forced labor. Required Experience and Qualifications : Bachelor’s degree in economics, statistics, demographics, public policy, international development, or other related fields. Master’s degree is preferred. Minimum of eight (8) years of professional experience in a senior M&E position responsible for implementing monitoring, evaluation, and learning activities for international projects. Minimum of three (3) years of professional experience working on trade- or labor-related projects, especially those focused on forced labor or human trafficking. Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages. Experience in facilitating and leading strategic planning and performance measurement, including indicator design, target setting, reporting, and developing M&E and performance monitoring plans. Demonstrated ability to facilitate and coordinate learning and adaptation processes, create and use tools to elicit and leverage learning, and lead cross-team learning or sensemaking workshops. Experience developing and refining data collection tools and analyzing data. Experience working in or supporting projects in Malaysia and/or Bangladesh is preferred. Experience leading multi-country MEL platforms is preferred. Strong analytical and writing skills, including the ability to produce technical reports and briefings. Demonstrates emotional intelligence and cultural awareness. Oral and written fluency in English required. Oral and written proficiency in Malay or Bengali is an advantage, but not required. Willingness to travel internationally as needed.
