Delivering expertise in program and project management, financial management (PPBE), acquisition lifecycle support, data analytics, and operational consulting, Anglin Consulting Group is committed to helping our clients achieve peak performance-always from a different angle. This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed. The Senior Program Analyst provides high-level strategic advisory, organizational modernization, and technical program management support to leadership within the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) . The analyst leads complex program assessments, aligns procurement operations with federal policy changes, and oversees organizational transformation projects . Core Responsibilities Strategic Advisory & Program Planning: Advises IBC AQD executive leadership on complex acquisition and financial assistance project plans, resource allocations, and long-term modernization roadmaps . Regulatory & Policy Alignment: Analyzes emerging federal acquisition regulations, evaluates operational impacts, and drafts standard acquisition templates aligned with federal reform initiatives . Modernization & Process Re-engineering: Leads full-lifecycle business process re-engineering efforts to reduce operational redundancies, eliminate data silos, and introduce automation . Audit Leadership & Risk Mitigation: Leads compliance file reviews, oversees audit readiness activities, evaluates Contracting Officer documentation thresholds, and drafts corrective action plans . Executive Consultation & Workshops: Conducts stakeholder consultations, leads project workshops, and produces high-impact executive briefings, white papers, and governance documentation . Minimum Qualifications Experience: Minimum of ten (10) years of relevant program analysis, management consulting, or federal mission support experience . Domain Knowledge: Expert-level knowledge of federal acquisition frameworks, strategic planning, business modernization, risk management, and executive communications . Clearance & Suitability: Must be able to obtain and maintain a favorable Moderate Public Trust clearance . Must successfully participate in a government-conducted "Meet & Greet" evaluation prior to onboarding . Education & Citizenship: Bachelor's Degree required . Must be a U.S. Citizen with demonstrated leadership and stakeholder management capabilities . Location: 100% Remote / Telework (Contiguous United States / U.S. Territories) . Priority consideration is given to qualified candidates residing in designated SBA HUBZone areas . Position Type: Full-Time (Exempt) Compensation: Up to $164,000.00 per year (commensurate with experience) . Anglin Consulting Group is an Equal Opportunity Employer.
