To oversee, manage and direct Navy Federal's Treasury division, including Investments & Capital Markets, Financial Planning & Risk Management, Financial Planning & Corporate Costing branches, and the Corporate Economist. Oversee/administer Navy Federal's investment and capital market activities, corporate borrowing/funding, and mortgage sales and securitization strategies. Oversee the short and long term corporate financial planning (AFP) process, and ensure proper implementation of profitability and cost accounting models are generated to improve business financial results. Ensure Treasury division goals align with the organization's mission, vision and values. Direct report to Chief Financial Officer. Assume responsibility/accountability for the leadership, direction, and management of the Treasury division Provide strategic recommendations to the Chief Financial Officer and senior executive leadership regarding the organization's investments & capital markets, financial planning, risk management, corporate cost accounting, annual financial and retirement plans, and compliance and regulatory matters Oversee Navy Federal's investment portfolio and capital markets activities to ensure adequate liquidity levels, including corporate borrowing and funding, retirement plans, as well as the trading and securitization of the multi-billion dollar mortgage pipeline risk management function Establish and implement short and long-term division goals, objectives, policies, and operating procedures; monitor and evaluate program effectiveness; implement improvement, as needed Determine and review gaps in divisional performance, establish divisional performance metrics, and ensure appropriate improvements are initiated and managed Direct Navy Federal financial markets by analyzing and integrating existing U.S. monetary policy, domestic and international interest rate trends, and the global economic environment to formulate investment and funding strategy Oversee Financial Risk Management (FRM) balance sheet to ensure approaches and activities are aligned with Board of Directors goals, and NCUA best practices and regulatory requirements Ensure and administer the development of related stress testing to provide the Board of Directors access and transparency regarding capital and liquidity adequacy Provide positive leadership to the Treasury division through teaching, training, employee engagement, succession planning, and mentorship programs Administer oversight of business and product level profitability analyses, the corporate three year annual financial plan (AFP), and related cost accounting activities Provide senior leadership recommendations and strategies for changes to corporate budgets, impact of external changes influencing product profitability, and methods for improvement Oversee/manage the design, development and implementation of systems and regular testing of key financial internal controls, systems, and procedures Oversee the execution of derivatives transactions used for balance sheet management? Administer the securitization of Navy Federal loans into financial instruments by thorough market analysis, effective structuring/pooling, and delivery to third party investors Manage the interaction between Investment & Capital Markets, financial planning, costing/funding, and internal and external auditing actuaries and NCUA examiners Review divisional effectiveness of operational processes, analyzes trends, and report on opportunities for improved efficiencies, technologies, and expansion of company growth Perform other duties as assigned Extensive experience in financial portfolio, and/or balance sheet, management, for a large financial organization Advanced knowledge of federal and state laws pertaining to the management of mortgage capital markets, asset/liability risk management, and related financial modeling tools for variance analysis, forecasting and cost-benefit analysis Extensive experience in mortgage sales, market trade/securities, and related financial planning and accounting principles Advanced knowledge of investment and retirement management portfolios Extensive experience in demonstrating thought-leadership, initiative taking, decision-making and creativity in solving business problems Extensive experience in identifying relevant analytical problems, determining appropriate diagnostic methods, and solving unique and complex issues/problems Extensive experience in managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact Extensive experience in managing multiple priorities independently and/or in a team environment Significant experience in vendor management and oversight Expert analytical/quantitative, reconciliation and deductive reasoning skills Advanced skill leading with diplomacy and tact while maintaining appropriate assertiveness and persistence Expert skill in results-oriented leadership in a challenging environment Advanced verbal, written, interpersonal, and presentation skills Expert skill influencing and building consensus with business partners Master's degree in Business Administration (MBA), Accounting, Economics, or related field, or the equivalent combination of education, training and experience Desired Qualifications Prior experience in a senior financial leadership role for a large financial institution Advanced knowledge of, and extensive experience with, credit union or retail banking operations Advanced knowledge of Navy Federal's products, services, programs, policies, and procedures CPA certification Additional Information Hours: Monday - Friday, 8:00 AM – 4:30 PM Location: 820 Follin Lane, Vienna, VA 22180 5510 Heritage Oaks Dr. Pensacola, FL 32526
