Job Profile
Reporting to the Manager of Architecture & Risk, the Solutions Designer develops detailed technical blueprints and creates innovative technology solutions for departments City-wide that align with the Department¿s business goals and objectives. This role entails collaborating with stakeholders to understand requirements, translating requirements into designs and technical implementation specifications for a given solution. The Solution Designer ensures all solutions are scalable, robust, secure, and meet the divisional customer¿s expectations, thereby supporting the City's strategic objectives.
The Solutions Designer provides senior level information technology expertise and direction for the development and build of IT systems, including complex enterprise systems, and supports innovation and continuous improvement of city systems and processes through the implementation and use of well-designed systems and technologies.
As The Solutions Designer, You Will
- Lead the planning, design, and implementation for divisional innovation & technology services and solutions and ensuring IT solutions align with business strategy and objectives.
- Perform analysis of design considerations, options, opportunities and risks, and propose recommendations for a given design.
- Support strategic and financial planning for the assigned IT division on technology services.
- Provide technical leadership and mentoring to IT divisions.
- Support Cybersecurity.
Your Education And Qualifications Include
- Bachelor¿s Degree in Computer Science, Software Engineering or equivalent education and experience.
- PMP, ITIL, PROSCI, Cloud Design, or comparable certifications would be an asset.
- Six years¿ progressive experience in innovation or technology roles.
- Minimum five years¿ hands-on experience in a design-centric role (e.g., solution architect, systems designer / analyst, senior software developer, etc.).
- Experience with evaluating, designing, testing and deploying technology solutions.
- Experience in implementing security and regulatory requirements within solutions.
- Experience negotiating and influencing to impact decisions, solve problems and advance opportunities.
- Excellent written communication skills including the ability to write technical documentation and business-focused decision requests.
- Excellent verbal communication skills, including the ability to communicate with all levels of the IT division and with external stakeholders.
- Ability to apply innovation and architectural methodologies.
- Knowledge of modern technology trends and applications.
- Knowledge of current and emerging practices in systems design, and digital transformation.
- Ability to create and promote a healthy and inclusive workplace culture.
- Excellent organizational skills with the ability to be flexible and responsive to changing priorities and circumstances, and work on diverse projects simultaneously.
- Ability to maintain effective working relationships with colleagues, vendors, and clients.
- Ability to negotiate and influence to impact decisions, solve problems, and advance opportunities.
- Knowledge of financial management including planning and budgeting.

Position Reports To: Manager of Architecture & Risk
- *In accordance with Article 4, an employee who enters the bargaining unit on or after the date of ratification [October 29, 2020] shall be placed on Schedule A-2.
Employees of the bargaining unit who are on Schedule A-2 at the time of ratification will continue to be paid in accordance with Schedule A-2. Employees of the bargaining unit who are on Schedule A-1 at the time of ratification will continue to be paid in accordance with Schedule A-1 until they are the successful applicant to a position at a higher Administrative Salary Level (Grade) or they (or the Association on their behalf) initiate a successful reclassification to a higher Administrative Salary Level (Grade) in which case they will be placed on Schedule A-2 and subsequently follow article 25-2 (Position Evaluation - Treatment of Incumbents).
