Job Description Overview The Senior Project Manager/Leader is responsible for managing and delivering large, complex, multi-year technology projects, with a focus on the Public Safety Radio Network (PSRN) program. This role involves executive governance, strategic leadership, stakeholder engagement, and end-to-end project oversight. Key Responsibilities Project Leadership & Delivery Manage, oversee, track, and report on large-scale projects (schedule, risks, deliverables). Ensure successful delivery of the PSRN program through coordination across multiple projects. Develop and manage detailed project plans (resources, timelines, budgets). Monitor cross-project dependencies and ensure alignment across initiatives. Governance & Executive Reporting Lead executive governance cycles, including material preparation and reporting. Develop high-quality executive briefings, dashboards, and decision-support materials. Synthesize technical, operational, and stakeholder inputs into concise reports for senior leadership. Support executive committees with strategic insights, recommendations, and updates. Stakeholder & Relationship Management Collaborate with senior stakeholders, project teams, and vendors. Build strong relationships to support issue resolution and project alignment. Facilitate communication between business, technical, and executive teams. Risk & Issue Management Identify, assess, and manage risks and issues proactively. Develop mitigation strategies and provide recommendations to leadership. Communicate risks and solutions through governance forums. Communication & Reporting Develop and present executive-level materials, including briefing notes and presentations. Translate complex technical concepts into clear business language. Manage monthly governance reporting cycles and related documentation. Requirements Required Skills & Experience Core Experience Minimum 5+ years in a senior leadership role in project/program management. Experience managing large-scale, multi-year, complex technology projects. Strong knowledge of all project lifecycle phases (initiation to closure). Experience working in government/public sector environments (preferred OPS experience). Program & Project Management Proven experience leading executive governance cycles. Strong planning, budgeting, and resource management skills. Ability to manage multiple interdependent projects and vendor deliverables. Experience developing project artefacts (plans, reports, change requests, briefings). Communication & Leadership Excellent written and verbal communication skills. Ability to present to senior executives and decision-makers. Strong stakeholder management, negotiation, and relationship-building skills. Ability to lead teams and coordinate across multiple functions. Analytical & Problem Solving Strong analytical skills to assess risks, issues, and performance. Ability to synthesize complex data into actionable insights. Proven ability to develop solutions and recommendations in high-pressure environments. Evaluation Criteria 1.
