SUMMARY The Data Analyst is responsible for key leadership, management, and coordination of functions related to the Homeless Management Information System (HMIS) for the State Housing Trust Fund. This position has overall accountability of ensuring that the SHTF agencies are in alignment with U.S. Department of Housing and Urban Development (HUD) rules, regulations, and guidance for HMIS. The Data Analyst will utilize expert system knowledge both to provide technical assistance to users and analyze data to support informed decision-making and improve program outcomes. This position will offer the opportunity to engage with stakeholders at various levels of the homeless services delivery system throughout the State in support of the work to end homelessness. JOB RESPONSIBILITIES Provide technical and user support for ClientTrack software, including account set-up, system monitoring, and problem diagnosis and resolution This position will support SHTF Programming and Data Resolve HMIS help desk tickets associated with SHTF projects Support accessibility and use of HMIS for provider agencies funded by STHF Attend system administrator user meetings to maintain communication on HMIS technical issues that may impact SHTF funded agencies Report database problems and technical issues within the system to the HMIS Lead Perform routine data quality checks to ensure provider compliance with all applicable data quality standards Work with SHTF funded agencies to clean project data and improve data quality Provide system training and technical assistance for HMIS users and agencies virtually and/or onsite Plan and deliver technical assistance, trainings, and presentation for workshops and HMIS training events Develop technical assistance tools and resources to help HMIS users and agencies more effectively collect and use data Support agencies using the various reports available in ClientTrack Coordinate and prepare data to assist SHTF staff and leadership with data-informed decision making Other duties as required in support of overall SHTF goals KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of all pertinent Federal and State regulations Knowledge of homelessness and homeless services programs Knowledge of HMIS and associated program reports Knowledge of HUD HMIS data and technical standards Experience providing training and/or technical assistance Ability to understand technical needs and translate those into a functional solution Ability to manage multiple tasks MINIMUM QUALIFICATIONS Bachelor’s degree AND two years of experience performing data entry and reporting using HMIS or similar database, OR Several years of experience performing data entry and reporting using HMIS or similar database Conduct on-site Technical Assistance Visits (generally between 3-5 per quarter) PREFERRED QUALIFICATIONS Preference will be given to applicants who in addition to meeting the minimum qualifications possess at least one of the following: Experience with data entry and reporting using the ClientTrack HMIS Experience with strategies associated with the federal plan to end homelessness Experience with data-oriented project management and scoping Working Conditions (travel, hours, environment) This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required PHYSICAL / SENSORY REQUIREMENTS Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
