Phoenix, AZ 85007 Posting Details: Salary: Up to $93,250 Grade: 26 Open Until Business Needs Are Met Job Summary: The Arizona Department of Administration (ADOA), Division of Business and Finance, is seeking a Statewide Accountant IV to lead complex, statutorily mandated accounting assignments across a statewide governmental environment. Operating under minimal supervision, this role applies GAAP, GAAS, and GASB standards to resolve high-level financial challenges, oversee Federal Cash Management Improvement Act compliance, negotiate the Statewide Cost Allocation Plan (SWCAP), and review statewide accounting policies and federal financial schedules. The Statewide Accountant IV also supports system enhancements, Auditor General follow-ups, and internal control reviews while ensuring financial system security and fixed asset program integrity. Key responsibilities include finalizing schedules for the Annual Financial Report (AFR) and Statewide Annual Comprehensive Financial Report (ACFR), responding to GASB technical pronouncements, evaluating Public Information Requests, and advising state agencies, JLBC, and OSPB on complex problem resolution and statutory changes. Candidates may also present expert testimony in court or legislative proceedings. The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties: Lead Complex Mandated Programs: Supervises or serves as a technical lead over professional and technical staff executing complex statewide assignments related to Federal grants, the Cash Management Improvement Act (CMIA), the Statewide Cost Allocation Plan (SWCAP), the Treasury State Agreement (TSA), and the Single Audit. Oversee Federal Grant Compliance: Directs the monitoring and oversight of all federal grants and monies across state entities to ensure total compliance with federal statutory and regulatory requirements. Provide Technical Guidance and Problem Resolution: Responds to inquiries from state agencies, boards, commissions, and other entities by conducting complex research and delivering authoritative guidance to resolve technical accounting and operational challenges. Develop Policy and Guidance Materials: Drafts and reviews high-level guidance, training materials, and official correspondence on sensitive or complex accounting topics requiring significant discretion, sound judgment, and negotiation skills. Drive Process Improvements: Applies specialized expertise to evaluate existing accounting processes and recommend strategic improvements to statewide policies, controls, and workflows. Monitor Audit and Recommendations Follow-up: Directs and monitors staff follow-up activities to ensure proper implementation of audit recommendations and corrective action plans across state agencies. Knowledge, Skills & Abilities (KSAs): Knowledge of: Extensive knowledge of GAAP, GAAS, FASB, GASB and other related publications. Comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management. Comprehensive knowledge of other agencies operations and financial structure. Comprehensive knowledge of reference materials such as federal regulations, (e.g., OMB Circulars), Arizona Revised Statutes, applicable agency manuals including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures and the information contained therein and its applicability to the assigned area. Substantial knowledge of research methodologies, spreadsheet techniques, statistical sampling, quality assurance and final technical report referencing. Substantial knowledge of the methods and techniques of development of data processing relating to large financial systems. Progressive knowledge of legal requirements impacting area of assignment. Skills in: Skill in work organization and accomplishment. Skill in analysis and interpretation of financial data. Skill in spreadsheet development and statistical sampling techniques. Skill in work techniques required to maintain accounting records through financial systems (includes personal and mainframe computer skills). Skill in leadership and interpersonal relationships. Skill in oral and written communications. Ability to: Ability to communicate both verbally and in writing with customers and co-workers. Ability to express complex analytical findings into a clear, concise, and understandable manner in reports and oral presentations. Ability to work within guidelines of established methods; obtaining, clarifying and providing information within established parameters. Ability for analysis of data and interpretation of that data. Ability to embrace change and learn new skills.
