Job Summary Reporting to the Manager, Capital Asset Budget & Reporting, this role supervises a team of finance staff provides oversight of the corporation’s capital asset inventory, capital asset sub ledger and capital asset financial reports and analysis, to ensure accounting transactions associated with capital assets are accurate, complete and compliant with legislation and in accordance with Canadian Public Sector Accounting Standards (PSAB). As a subject matter expert, the supervisor is responsible for issue resolution, continuous improvement on capital asset accounting related items and will provide opportunities for cross-training and business continuity with the other leadership roles in Finance. Duties & Responsibilities Lead a team consisting of finance staff and providing on the job coaching and performance development Responsible for the management of capital asset sub ledgers for the Region and Halton Community Housing Corporation (HCHC) including continuity schedules for additions, retirements and other changes Maintains the completeness, integrity and quality of capital asset information in the Region’s information systems (SAP and RIVA) Reviews and provides input for the annual financial statements and notes for capital assets for the Region and HCHC Responsible for the oversight of reconciliations to ensure accuracy and completeness of capital asset inventory received from other systems Reviews reconciliations and journal entries to ensure that the SAP financial records are complete, accurate and meet audit requirements Oversees and manages the mid year/year end close process for capital assets by ensuring effective financial controls, policies and procedures are established to support the accuracy and timeliness of transactional accounting and financial reporting Responsible for year-end capital asset accruals and apportionment of capital project costs to assets Responsible for the accounting and reporting of asset retirement obligations (ARO) in compliance with PS 3280, including maintaining the ARO inventory, reviewing estimates and assumptions, and recording accretion and remeasurement entries Reviews annual budget estimates for capital asset additions, retirements and amortization Additional Duties & Responsibilities Reviews annual budget estimates for capital asset additions, retirements and amortization Develops and maintains corporate accounting policies and procedures for capital asset reporting in compliance with PSAB Responsible for the research and analysis to assess the impact of new PSAB reporting requirements or other business process changes on asset reporting systems, policies and procedures for assets, asset retirement obligations and contaminated sites Provides training, advice and assistance to staff across the organization related to capital asset accounting, account reconciliations and related financial reporting Communicates policy information and data collection requirements in a manner that appropriately addresses stakeholder information needs at all levels of the organization Participates in projects as a team lead, responsible for designing corporate policies, standard operating procedures, systems and processes for capital asset reporting and controls Keeps abreast of changes in accounting and regulatory policies, standards, and guidelines, with the ability to assess impact to capital asset reporting Performs other duties as assigned Skills & Qualifications Essential Chartered Professional Accountant (CPA) Demonstrated leadership, planning, problem solving and project management skills while motivating and coordinating a team Excellent communication skills, including report writing and delivery of presentations Strong collaboration, consultation/advisory, relationship building abilities and political acumen Hands-on team player, able to interact professionally with all levels including staff outside of the Finance team and external auditors Self-motivated, objectives-oriented individual who is able to work under very tight deadlines with a strong attention to detail Excellent problem-solving and research skills Preferred Minimum of five years of experience in financial reporting in a progressive supervisory capacity SAP ECC or S4/Hana experience, specifically with asset accounting module A background in municipal finance Experience and knowledge of best practices for financial processes and internal financial controls Thorough knowledge of accounting principles, practices and Public Sector Accounting Board (PSAB) standards Important information about your application: In accordance with requirements in Ontario Regulation 191/11 – Integrated Accessibility Standards and the Ontario Human Rights Code, Halton Region will accommodate the needs of individuals with disabilities throughout the recruitment process.
