FIELD COLLECTIONS SUPERVISOR Job Location: 1600 West Monroe Street, Phoenix, AZ Division of Education and Compliance Posting Details: Salary: $60,500 Annually Grade: 20 Closing Date: 9/3/26 Job Summary: The Supervisor, Field Collections is responsible for organizing, training, and supervising a team of both in-office and field-based Business Collections staff engaged in the collection of delinquent tax liabilities on behalf of the Arizona Department of Revenue. This role is also responsible for appropriate enforcement of laws and procedures of collections work, reviewing and approving distraint and indemnification processes, and reviewing and approving enforcement actions (liens, levies, subpoenas, litigation, and seizures). Additionally, this role serves as a back-up to the Deputy Administrator, Business Collections to represent the Department in settlement issues and resolves high-profile or sensitive accounts, tax protester accounts, and also responds to correspondence sent by constituents or members of the public to the Governor, Agency Director, or Legislature. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties: Essential Duties and Responsibilities include but are not limited to: Supervisory Carries out supervisory responsibilities in accordance with ADOR’s core values, agency policies, applicable standard work, and applicable laws. Responsibilities include: Actively participates in the interviewing and hiring processes and ensuring successful functional onboarding of new employees Plans, assigns, coordinates, and oversees daily work of direct reports in alignment with strategic, operational, and tactical priorities of the organization Conducts regular one-on-one meetings providing constructive, balanced, regular performance feedback, coaching and mentoring Sets reasonable stretch performance goals and conducts mid-year and annual performance appraisals Recognizes and rewards performance excellence, culture championship, and continuous improvement efforts Communicates and enforces agency policies and programs Applies corrective action, addresses complaints, and resolves problems in a timely fashion, involving and collaborating with leadership and Human Resources as appropriate Service Delivery Serves as the subject matter expert to team members for complex, escalated collections related issues Reviews and approves enforcement actions (liens, levies, subpoenas, litigation, and seizures) Resolves high profile or sensitive accounts and tax protestor accounts which may include in-state travel at times Responds to correspondence sent by constituents or members of the public to the Governor, Agency Director, or Legislature Program Management Support Supports the Deputy Administrator, Business Collections in the following: Development, maintenance, and management of collections programs to control the collection of all priority delinquent tax accounts Compiling and interpretation of statistical reports related to collection activities Conferring with and advising officials of local, state, and federal agencies to resolve accounts crossing jurisdictional lines Consulting with the Attorney General's Office for legal and technical advice and counsel Agency/Department Compliance & Continuous Improvement Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities. Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned. Projects Engagement Engages as project business lead and/or SME as applicable, to ensure the successful execution of all mandated and non mandated projects. Knowledge, Skills & Abilities (KSAs): Knowledge Knowledge and understanding of Federal and State tax statutes, administrative rules, and regulations Knowledge and understanding of tax collection enforcement rules and regulations Knowledge of investigative and research techniques Knowledge of lien laws pertaining to personal and real property for consensual liens and statutory liens from agencies such as the IRS Knowledge of tax filing requirements and supporting documentation necessary to process tax returns Skills Strong communications skills, to include verbal, written, and active listening with the ability to convey tax-related information in layman's terms Strong organization and time management skills with the ability to make measurable progress on multiple priorities Strong interpersonal skills and demeanor Strong negotiation and persuasion skills Proficient in the use of a PC/laptop in a Windows environment; in the use of the Internet; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive Proficient in the use of tax reporting systems Abilities Ability to build, motivate, engage, develop/grow, and retain a high performing team Ability to read, interpret, disseminate, and apply complex and comprehensive tax related information, laws, policies, legislative proposals, and contracts Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner Ability to think creatively, critically, and strategically when analyzing and proposing compliance solutions Demonstrated ability to work with a high degree of autonomy and also participate collaboratively as part of a team Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner Ability to travel up to 15% of the time within the Arizona region Selective Preference(s): The ideal candidate for this position will have: Valid Arizona Driver’s License Bachelor’s Degree in Business, Accounting, or a related field Minimum of five (5) years’ tax collection experience Previous supervisory experience Experience with Continuous Improvement, Six Sigma and/or LEAN Experience in a tax collection program or customer service experience emphasizing administrative and judicial collection enforcement Pre-Employment Requirements: The final candidate will be required to abide by the the following pre-employment checks: -Employment Verification and Reference Checks -State and Federal Criminal Background Check, including fingerprinting -Arizona Tax Filing Records Check -If applicable, ASEDRA Authorized Driver Identification Check If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
