What We're Looking For Michael Baker International is seeking a System Administrator to join our Tidal Basin practice supporting Phoenix OneCase (P1C), our configurable grants and case-management platform that powers HUD CDBG-DR disaster recovery programs and broader government grant initiatives. This is a fully remote position open to candidates based anywhere in the United States, with occasional travel expected for client site visits and business development demo support. In this role, you will own platform configuration across two complementary workstreams: standing up and maintaining production grant programs for live clients, and rapidly assembling proof-of-concept and demo environments that showcase platform capabilities to prospective clients. You will work closely with the Product Owner, business analysts, and program teams to translate real-world program requirements into working configurations — no custom code required. This role is the natural stepping stone toward a Configuration Lead position as the team and platform continue to grow, making it an excellent opportunity for a detail-oriented platform configurator who is ready to deepen their craft and expand their impact. What You'll Do Execute end-to-end production project setup in Phoenix OneCase — including portfolio/program/project structure, obligated funding, period of performance, branding, and project-level configuration — following established checklists with precision and discipline. Build data-driven application forms with conditional logic, validation rules, repeating question blocks, option sets, and help text that accurately capture program requirements without custom development. Configure application workflow — stages, statuses, stage dependencies, denial and withdrawal reasons, QAQC queues, and assignment rules — to support full grant lifecycle management. Administer roles and permissions using an additive role design model, including field-level and feature-level access, Azure AD-synced user provisioning, and applicant account policies. Validate every configuration in sandbox environments through test applications and seeded data before promoting changes to production. Rapidly assemble demo and proof-of-concept environments for prospective clients using reusable configuration templates, tailoring forms, workflow, and branding to each program context in compressed timelines. Maintain a growing library of reusable template configurations representing common program types, shortening demo turnaround and supporting business development efforts. Serve as the front-line resource for configuration-related troubleshooting across production projects, documenting issues and resolutions and keeping configuration records current. Collaborate with the Product Owner and business analysts to translate program requirements into platform configuration, escalating development gaps to the product backlog as appropriate. Function as a backup configurator for the Configuration Lead when needed, and support compliance objectives including accessibility (ADA/WCAG) and SOC 2-aligned practices in all configurations. What You Need to Succeed Required Bachelor's degree in information systems, business administration, public administration, or a related field; equivalent experience will be considered. 3+ years administering and configuring a SaaS or low-code/no-code business platform — such as grants management systems, case management systems, Salesforce, ServiceNow, Power Apps, or Dynamics — including forms, workflow, and role/permission setup. Demonstrated ability to translate business and program requirements into platform configuration without writing custom code; experience managing configuration across sandbox and production environments with structured testing and validation practices. Strong documentation habits and comfort owning setup checklists, configuration records, and change logs across complex multi-program environments. Ability to listen carefully, ask clarifying questions, and convert nuanced program or stakeholder requirements into accurate, functional configuration — getting the details right the first time. Comfortable shifting between production-level change discipline and fast-turnaround demo builds, matching the appropriate pace and rigor to each workstream. Nice to Have Experience with grants management platforms, HUD CDBG-DR or other federal disaster recovery programs, or government case-management systems. Familiarity with Azure AD user administration, payment gateway configuration (Stripe, PayPal, or Authorize.Net), and basic HTML for letter and notification templates. Experience supporting sales engineering, client demonstrations, or proof-of-concept engagements in a platform or technology context. Familiarity with Azure DevOps for backlog collaboration and wiki-based documentation. Exposure to accessibility standards (WCAG) and SOC 2 compliance requirements in a SaaS or platform environment. Compensation The approximate compensation range for this position is $90,000 to $110,000. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
