The successful candidate will have a solid understanding of analyst skill tools to elicit business requirements, possess excellent written and oral skills, and be able to define requirements for government systems. Work location : Remote Clearance : The successful candidate is subject to a U.S. Federal Government background investigation and must be able to meet the requirements to hold a position of public trust. Must be a US Citizen. Responsibilities: The successful candidate will work with business sponsors and other relevant stakeholders to define and document the system requirements for complex government software systems. The ability to work with both technical and non-technical audiences is very important, so having a solid understanding of the software development process is key. Principal responsibilities will include but are not limited to: Performing analysis to support the project managers in defining project scope and objectives, Facilitating meetings with stakeholders to organize work and priorities; Analyzing system processes for new and revised business applications; Eliciting information and functional requirements from product owners and business sponsors through oral and written communication, Documenting requirements, such as Concept of Operations, Business Case, and Alternatives Analysis style deliverables; Collecting and documenting preliminary data requirements; Generate mockups of proposed solutions, presenting mockups and refining requirements; Interfacing with Enterprise Architecture representatives, team members, and other contractors to ensure compliance with Enterprise Architecture technical guidelines, Assisting in designing technical specifications for complex, integrated government systems which include numerous feeders crossing agency boundaries; Performing research, systems analysis, concept, and systems design; Reviewing and analyzing programming systems underlying code and data structures to support technical and business process requirements; Documenting architecture decisions and results as part of Software Development Life Cycle (SDLC) deliverables; Championing the implementation and usage of SOA architecture, enterprise patterns, and governance processes; Conducting market analysis of government and commercial systems to identify costs, benefits, and risks of pursing solutions that can support the capabilities and visions identified in the business requirements document(s), business flow, and performance strategy: Making marketing recommendations based on the data collected; Tracking and forecasting market trends; and Explaining why a certain recommendation is in the best interest of the government; Assisting with development testing. Education and Experience: A Bachelor’s Degree in Computer Science, Information Technology or related field or equivalent experience is preferred. A minimum 5 years’ experience software/hardware development efforts. Candidates without degrees can be considered, providing they have a minimum of 9 years' relative experience. Required Skills and Competencies: Strong technical writing skills, with the ability to concisely describe business requirements and functional requirements. Problem-solving and decision-making skills. Ability to Create required system process deliverable documents. Examples of documents include concept of operations, business case, and alternatives analysis documentation. Ability to use a variety of software tools for managing requirements, creating diagrams and written documents to communicate with a variety of stakeholders; both technical and non-technical. Experience using work-related tools and software. Examples of tools include Visio, Word, Excel, PowerPoint, Azure, and Jira . Ability to produce high-quality business requirements documents. Examples of documentation include business requirement specifications (BSR), workflow diagrams, context diagrams, use cases, and user stories. Possess a solid understanding of user interfaces and most common approaches found in GUIs . Ability to present requirements findings and mockups for review with sponsors and end users . Ability to understand formulas used in financial calculations and to describe relevant workflows . Working knowledge of database systems (SQL Server and Oracle). Experience with Service Oriented Architecture (SOA) management tools and software, including Commercial Off-The-Shelf (COTS), Open Source Software (OSS), Software as a Service (SaaS), etc. Ability to determine how business and systems requirements are managed as components within a SOA framework. Solid understanding of scalable deployment options (on-premises, cloud, hosted) for custom and COTS software applications. Desired Skills: Experience working with a wide range of personnel, including business sponsors, product owners, government project managers, development teams, and end users at all levels of the organization. Familiarity with formalized requirements management frameworks and IT frameworks and processes such as IEEE, ITIL, Scrum, Agile, and Kanban. Experience with Service Oriented Architecture (SOA) concepts . Experience developing governance and coordination models. Market research skills. Experience with GIS technology and methodology Familiarity with data modeling concepts Familiarity with Agile development methodologies . Familiarity with integrating COTS and custom software as part of an enterprise software solution Experience with Systems Analysis tasks: Systems design skills would include UML diagrams, mockups, context diagrams, entity relationship diagrams and object models , Familiarity with Enterprise Architecture Frameworks such as TOGAF, FEA/DoDAF, or Zachman.
