Opportunity awaits! The Oregon Department of Human Services (ODHS) Office of Financial Services (OFS) is seeking five (5) Systems Coordinators (Operations & Policy Analyst 3) to join our team. We are looking for professionals with strong experience in accounting principles, financial processes, financial systems, and project management. Summary of Duties The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). OFS is the steward of ODHS and OHA financial resources ensuring honesty, integrity, and accountability by efficiently and effectively providing accurate, accountable, and responsive financial management and business services to clients, stakeholders, and employees in support of ODHS and OHA missions and in compliance with state laws and federal policies, rules and regulations. As a Systems Coordinator, you will: Fulfill a unique role in the agency by working with other program-specific operation analysts to implement financial solutions across both ODHS and OHA. Have extensive knowledge of complex conceptual and analytical processes within automated transaction-based accounting applications, including how PC software integrates with mainframe programming and posting logic that supports automated financial processing. Understand the detailed interrelationships of current system processes and apply organizational design principles along with advanced accounting theory and practices to support strategic alignment, reduce operational risk, and inform management decisions related to new program requirements, accounting and budgetary infrastructure design, organizational change, transition activities, and training and implementation plans. Serve as the primary point of contact responsible for operational and policy changes related to the implementation of new state or federal programs, systems, and processes. Represent ODHS and OHA to outside entities including the Department of Administrative Services, Secretary of State Audits Division, and Treasury Department. Provide technical assistance to Department personnel as needed in areas of responsibility. Minimum Qualifications A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work. OR ; Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification. Essential Attributes We are looking for candidates with: Experience applying accounting principles, financial processes, and reporting requirements, including use and basic navigation of accounting databases and financial system functionality. Experience working with government funding sources, performing cost segregation, categorizing expenditures and revenues, and budgetary accounting. Experience using financial applications to record, track, reconcile, and analyze financial transactions. Experience managing project timelines, deliverables, and dependencies effectively. Experience reviewing and interpreting data to identify issues, evaluate impacts, and recommend data‑supported solutions. Attention all candidates! A cover letter is required. Initial training is conducted in person at the Salem office for approximately three weeks (five days per week). The training period may vary based on experience and business needs. After successful completion of training, this position is eligible for a hybrid work schedule. Hybrid schedules require up to two in‑office workdays per week, with additional on‑site days as needed during periods of increased workload. Serve a diverse range of customers with compassion and professionalism through a trauma informed lens. General work conditions include high stress environment due to a high-volume workload with short time frames. Priority and scope of projects must be intensely monitored and frequent adjustments are required.
