The position is remote. This position requires the candidate to be able to obtain a Public Trust. The Systems Engineer II – Systems Architecture & Engineering supports the design, analysis, documentation, integration, testing, and implementation of health information technology (Health IT) solutions for the Indian Health Service (IHS) Health IT Modernization Program. The position applies systems engineering and architecture principles to evaluate technical solutions, system dependencies, infrastructure, interfaces, devices, security considerations, and implementation approaches necessary to deploy and sustain secure, reliable enterprise healthcare information systems. The Systems Engineer II works with senior engineering staff, solution vendors, technical teams, clinical stakeholders, cybersecurity personnel, product managers, and deployment teams throughout the system lifecycle. The position contributes to system architecture, technical documentation, engineering reviews, integration activities, and technical readiness while helping maintain alignment across applications, infrastructure, security, interfaces, and other system components. Primary Responsibilities Systems Architecture & Engineering Develop, analyze, and maintain system architecture and engineering artifacts, including system diagrams, architecture models, technical specifications, and supporting documentation. Evaluate relationships and dependencies among applications, infrastructure, interfaces, devices, cybersecurity services, and other system components. Support current-state and future-state architecture analysis and evaluate proposed solutions for alignment with requirements, architecture standards, security considerations, and operational objectives. Review technical requirements and engineering artifacts for completeness, feasibility, traceability, and system impacts. Identify technical gaps, constraints, dependencies, risks, and opportunities for improvement. Participate in engineering and architecture reviews throughout the system lifecycle. Systems Integration & Interoperability Support planning and execution of enterprise systems integration activities and analyze dependencies among systems, applications, infrastructure, interfaces, security services, and external systems. Coordinate technical planning with engineering teams, vendors, implementation partners, and other stakeholders. Review, develop, and coordinate technical artifacts supporting system connectivity and integration, including Interface Control Documents (ICDs), Interconnection Security Agreements (ISAs), Ports, Protocols, and Services Management (PPSM) documentation, interface specifications, and related engineering documentation. Support standards-based healthcare interoperability using technologies such as HL7, FHIR, REST APIs, Health Information Exchange (HIE), and Direct Secure Messaging (DSM). Identify integration risks and constraints and support resolution of cross-system technical issues. Testing & Technical Readiness Support system and integration testing, engineering verification and validation, and technical readiness activities. Review test cases, validation criteria, and results for potential system, architecture, integration, security, and operational impacts. Track technical defects, issues, and corrective actions and support resolution with appropriate engineering teams. Participate in technical and operational readiness reviews, deployment preparations, and go-live activities. Document technical findings and implementation lessons learned. Engineering Coordination & Governance Coordinate activities among architecture, infrastructure, cybersecurity, product management, deployment, testing, and vendor teams. Participate in engineering reviews, architecture discussions, technical working groups, configuration management, and governance processes. Support change evaluations and assess technical impacts across integrated systems. Coordinate development, review, and maintenance of ICDs, ISAs, PPSM documentation, and other engineering artifacts required for system implementation and connectivity. Identify and communicate technical risks, dependencies, and recommendations to senior engineers and program leadership. Minimum Qualifications Education Bachelor's degree in Systems Engineering, Computer Science, Computer Engineering, Information Systems, Health Informatics, Information Technology, Biomedical Engineering, or a related technical discipline. Equivalent combinations of education and relevant experience may be considered. Experience 6–10 years of experience supporting information technology, systems engineering, system architecture, or technology modernization initiatives. Minimum of 2 years of experience supporting healthcare or healthcare-related information technology. Experience supporting system architecture, systems integration, infrastructure, interfaces, network engineering, or related technical disciplines. Experience developing, reviewing, and maintaining technical system documentation and engineering artifacts. Experience working across multiple technical disciplines and analyzing dependencies among systems and components. Required Knowledge & Skills Working knowledge of systems engineering principles, system lifecycle practices, system and solution architecture, enterprise integration, requirements management, configuration/change management, and technical readiness. Experience developing or reviewing system architecture diagrams, technical specifications, engineering documentation, and integration artifacts. Knowledge of ICDs, ISAs, PPSM, or comparable system integration and connectivity documentation. Familiarity with healthcare interoperability technologies and standards, including HL7, FHIR, REST APIs, and HIE. Familiarity with enterprise infrastructure, networking, identity and access management, cloud technologies, virtualization, and healthcare information systems. Ability to analyze technical requirements, architectures, dependencies, and implementation risks in complex system-of-systems environments. Strong analytical and problem-solving skills with the ability to coordinate multiple engineering activities. Strong written and verbal communication skills with the ability to facilitate technical discussions and communicate findings, risks, and recommendations to technical and non-technical stakeholders.
