POSITION OVERVIEW Reporting to the Director of Finance & Treasurer, the Taxation Supervisor is responsible for overseeing the administration of the Town of Erin’s taxation services. This position plays a key role in managing property tax processes, ensuring regulatory compliance, and supporting the municipality’s financial objectives. The position involves collaboration with internal departments and external partners to ensure efficient revenue collection, accurate assessment management, and the delivery of high-quality service to taxpayers. MAJOR RESPONSIBILITIES Lead and oversee municipal tax billing, collection, and financial reporting, ensuring revenue targets are met through efficient payment processing, receipt issuance, deposit preparation, and accurate transaction posting. Administer the tax collection process, including arrears registration in compliance with the Municipal Act, and manage payments, deposits, and Payment in Lieu of Property Tax (PILT) billing and collection. Liaise with the Municipal Property Assessment Corporation (MPAC), the County of Wellington Property Tax Analyst, and other relevant bodies to support assessment accuracy and resolution of tax matters. Provide exceptional customer service by assisting taxpayers at the counter, by phone and email with inquiries related to tax billing, assessments, appeals, and incentive programs, including assisting with escalated matters from other customer service staff. Coordinate and maintain the integrity of the tax roll, ensuring timely and accurate updates to ownership, name changes, and assessment adjustments. Develop tax policy options for the Town and recommend, plan, develop and implement new or innovative procedures to enhance revenues, reduce costs and improve efficiency. Administer and reconcile tax adjustments, apportionments, and balance changes resulting from Assessment Review Board appeals, Minutes of Settlement, and year-end audit processes using financial software (Keystone). Analyze and report on assessment growth, supplementary taxation, and tax incentive/deferral programs such as CLTIP, Farm Tax, and Managed Forest Rebate. Conduct ongoing research on legislation, tax policy, and best practices to ensure compliance and inform municipal strategies. Contribute to annual budgeting through calculation of property tax revenues and reconciliation of revenue reports, including the Financial Information Return (FIR) and other mandatory reports. Coordinate and deliver tax-related training and guidance to municipal staff. Ensure all legislative requirements and administrative policies related to taxation are followed. Supervise staff performing tax-related functions (Co-op/Clerk) including participating in recruitment, training/onboarding and employee relations. Prepare and lead preparation of required Statement of Issues and Responses for Tribunals. Safeguard taxpayer confidentiality and uphold the Town of Erin’s commitment to professionalism and transparency in all interactions. Perform related administrative and clerical duties as required to support taxation operations and the broader Corporate Services team as required. Perform other duties as required. POSITION REQUIREMENTS Post-secondary education in Business, Accounting, Public Administration or a related field with a minimum of five (5) years of progressive experience in property taxation within a municipal environment; Equivalent combinations of education and experience may be considered. Previous supervisory experience is preferred. Completion of the Municipal Tax Administration program (MTAP). Professional accreditation as a Certified Municipal Tax Professional from the Ontario Municipal Taxation and Revenue Association (OMTRA) and / or designation from the Institute of Municipal Assessors or equivalent is preferred. Strong knowledge and demonstrated understanding of Municipal taxation, Municipal Act, Ontario Property Tax Analysis (OPTA), Municipal Connects (MPAC), and taxation systems, including all applicable legislation and regulations. Excellent customer service and communication skills (written, verbal and interpersonal) with the ability to interact courteously, diplomatically and tactful with employees, officials, members of the public and members of Council. Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint) and aptitude for learning financial systems and software; knowledge and understanding of Keystone Software would be considered an asset. Excellent organizational, time-management, and prioritization skills; able to work independently and meet deadlines. Strong problem-solving, coaching, employee relations and staff development skills with proven ability to collaborate, influence and inspire. High level of discretion, confidentiality, and adherence to privacy legislation and organizational policies. Strong commitment to fostering a healthy, safe, and respectful workplace. Police Criminal Record and Judicial Matters Check satisfactory to the Town. WORKING CONDITIONS AND ENVIRONMENT This position works 35 hours a week, typically between the hours of 8:30am-4:30pm, Monday to Friday, however the incumbent may also work outside of regular business hours to attend meetings and / or urgent matters.
