Background The UK-Tanzania Green Growth Facility (GGF), implemented by Palladium, and the Vice President's Office (VPO) intend to collaborate on the development of Tanzania's National Article 6 Framework. The work will support Tanzania's readiness to participate in Article 6.2, 6.4, and 6.8 activities, while promoting environmental integrity and sustainable development. The assignment will focus on two linked outputs: a consolidated assessment of Article 6 readiness and implementation needs with recommendations, and a National Article 6 Framework. The assessment will draw on existing studies, stakeholder inputs and relevant experience from peer countries. It will identify gaps, opportunities and implementation needs, review the status of Tanzania's reporting to the UNFCCC, and provide practical recommendations on registry operations, ITMO tracking and institutional arrangements. The framework will build on the existing draft and set out processes, institutional arrangements, decision-making tools and safeguards, together with recommendations for aligning carbon market regulations, guidance and institutional responsibilities. The work will be undertaken by an international technical lead and a Tanzanian consultant working as an integrated team under the direction of GGF and in close coordination with VPO, the National Carbon Monitoring Centre, the First Vice President's Office of Zanzibar and relevant sector institutions. Overall objective To provide technical leadership and advisory support to the Vice President's Office (VPO) in the government-led development of a robust, practical and internationally aligned National Article 6 Framework for Tanzania, including the underlying diagnostic analysis, technical architecture, decision-making tools and final consolidated drafting Team structure and division of responsibility The two consultants will operate as one team. The Technical Lead will be accountable for overall technical leadership, analytical coherence and consolidated drafting. The Tanzanian Policy Lead will be accountable for government liaison, stakeholder coordination, local evidence and substantive analysis of the Tanzanian policy, legal and institutional context. Both consultants will contribute to all major outputs jointly. GGF will manage the contracts and coordinate delivery with VPO. VPO will provide policy direction and national ownership, designate focal points, facilitate access to information and stakeholders, and lead or facilitate government review, consultation, validation and approval processes. Job Details: Duty station: Remote with potential mission to Tanzania Duration: 1st September 2026 – 31st December 2026 Budget ceiling: GBP 18,000, inclusive of professional fees and all assignment-related costs except travel costs Primary Duties and Responsibilities: Lead the inception phase in close consultation with the VPO, including refinement of the methodology, work plan, division of responsibilities, document request list and detailed outline for the diagnostic assessment and National Article 6 Framework. Review and synthesise existing assessments, studies and technical materials relevant to Tanzania's Article 6 readiness, carbon market governance, reporting, transparency, registries and institutional arrangements. Review international good practice and relevant Article 6 frameworks, drawing practical lessons for Tanzania on authorisation procedures, corresponding adjustments, institutional governance, registry arrangements, reporting, safeguards and implementation. Assess the technical requirements for Tanzania's participation in Articles 6.2, 6.4 and 6 .8 of the Paris Agreement, including authorisation processes, ITMO accounting and tracking, corresponding adjustments, reporting and transparency requirements, and registry considerations. Assess Tanzania's readiness to implement Article 6, including implications of its UNFCCC reporting status, registry requirements, and technical and institutional gaps, in close collaboration with the Tanzanian Policy Consultant and designated government counterparts. Lead preparation of the consolidated diagnostic report, including practical recommendations and priority actions to inform development of the National Article 6 Framework. Lead the co-development of the National Article 6 Framework in close cooperation with the VPO, including institutional arrangements, authorisation procedures, corresponding adjustment guidance, and registry and reporting provisions. Provide technical inputs for coordination meetings, government consultations and stakeholder validation. Required Qualifications: Postgraduate degree in climate policy, environmental law, economics, international development, carbon markets or a closely related field. Relevant professional experience, including substantial work on international carbon markets. Demonstrated experience supporting the design or operationalization of national Article 6 frameworks, authorization systems, corresponding adjustment arrangements, registries, tracking systems or Article 6 reporting. Strong command of the Article 6 rulebook, UNFCCC reporting and review processes, and the relationship between Article 6 transactions and NDC accounting. Demonstrated ability to translate complex international requirements into practical government processes, tools and institutional arrangements. Experience working with government institutions in Africa. Experience in Tanzania is an advantage. Excellent analytical, facilitation and drafting skills in English. Ability to work collaboratively, respect national ownership and integrate legal, institutional and political economy considerations into technically rigorous advice.
