Key Responsibilities The Adolescent Health Program seeks to educate and empower youth, families, and communities to prevent teen pregnancy, strengthen connections, build healthy life skills, and improve adolescent health outcomes. Through three federal grants, the program provides sexual health and healthy life skills education, positive youth development programs, and resources for parents and other supportive adults. The Teen Pregnancy Prevention Grant Contract Analyst is a key member of the Adolescent Health team, providing oversight, monitoring, and support for funding recipients of the Sexual Risk Avoidance Education (SRAE) and Personal Responsibility Education Program (PREP) teen pregnancy prevention grants. Key responsibilities and day to day responsibilities of this position: Compile and analyze semi-annual program performance and outcome data from funding sub-awardees. Meet monthly with sub-awardees to review program activities, identify areas for improvement, assess progress towards grant goals and objectives, and document key discussions. Prepare and submit semi-annual reports to federal funders, summarizing key findings from statewide program data. Conduct day-to-day monitoring of contracts to ensure compliance with grant requirements, federal and state laws, and resolve issues as they arise. Plan and conduct an annual desk review for each sub-awardee site, reviewing documentation, assessing compliance, and preparing reports with findings and recommendations. Complete annual risk assessments of sub-awardees, identifying potential risks and areas for improvement. Assist with preparation for federal audits of Utah’s teen pregnancy programs, including preparing necessary documentation and coordinating with sub-awardee staff. Carry out other responsibilities as assigned to support program objectives. Qualifications Minimum or "day-one" qualifications: Excellent verbal and written communication skills: Ability to adapt complex information for different audiences, including federal funders, state leadership, local partners, families, and youth through verbal and written communication. Professionalism and relationship-building: Demonstrated experience developing positive working relationships with a variety of community partners and facilitating difficult conversations. Adaptability: A high level of comfort with sensitive topics, such as sexual health; demonstrated ability to navigate politically complex situations and effectively manage uncertainty with federal requirements and funding. Education and experience: Bachelor’s degree or equivalent experience, with a minimum of 2 years of professional experience in Public Health, Education, or a related field. Contract monitoring experience: At least 2 years of experience managing contracts and monitoring/evaluating vendors. Preferred or trainable/on-the-job qualifications: At least 2 years of professional experience implementing federal grants, including compiling, analyzing, and summarizing data; preparing and submitting reports; and/or implementing evidence-based interventions.
