Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work from the Wellington E. Webb Municipal Building located at 201 W. Colfax Ave, Denver, CO 80202 three (3) days per week, and off site/work from home two (2) days per week. Employees must work within the state of Colorado on their off-site days. What You’ll Do The Denver Department of Public Health and Environment (DDPHE) is the City’s accredited public health agency, promoting healthy people, healthy pets, and a sustainable environment through education, engagement, and enforcement. The department is funded by the General Fund, Enterprise Funds, Special Revenue Funds, and a mix of state, federal, and private grants and donations. Community & Behavioral Health promotes population health and health equity by developing, implementing, and evaluating sustainable, evidence-based public health policies, interventions, and systems. The Division conducts multiple types of health-related assessments; creates, implements and evaluates the City’s Community Health Improvement Plan (CHIP); and develops policies and initiatives aimed at improving the health of Denver residents while advancing equity at all levels. The Denver Office of HIV Resources (DOHR) resides within the Division of Community Health and administers Ryan White CARE Act funds. DOHR provides funding in various service categories to provide a comprehensive continuum of care for people living with HIV/AIDS. The Community & Behavioral Health team has an opening for a Tobacco Program Specialist. This position works closely with the Tobacco Program Supervisor and Tobacco Program Manager to support implementation of grant‑funded tobacco control and cessation initiatives administered by the Colorado Department of Public Health and Environment and the Denver Department of Public Health & Environment (DDPHE). The Tobacco Program Specialist will assist in delivering culturally responsive, trauma‑informed, and equity‑centered programming designed to reduce tobacco use, expand access to cessation supports, and strengthen community partnerships across Denver. This role will contribute to several interconnected program areas, including: TRAILS to Quit Initiative (Tobacco Recovery and Access through Integrated, Low‑barrier Support) The Tobacco Program Specialist will help design, implement, and refine workflows that integrate tobacco cessation services into outreach, case management, and nursing supports for people experiencing homelessness (PEH). Activities include: Supporting coordination between the Tobacco Program and Public Health Nursing. Assisting outreach teams to embed low‑barrier cessation counseling, NRT access, and follow‑up supports into mobility‑based and field‑based service delivery. Participating in development of trauma‑informed strategies tailored to individuals experiencing homelessness, substance use challenges, or behavioral‑health conditions. Contributing to data collection, evaluation, and quality‑improvement activities that strengthen the effectiveness of integrated cessation programming. Implementing culturally responsive cessation outreach and educational efforts. Ensuring cessation approaches are person‑centered and aligned with community needs, barriers, and lived experiences. Assisting with promotion and navigation of treatment services, including NRT, QuitLine support, and community‑based behavioral‑health resources. Smoke‑Free Multiunit Housing (SF MUH) Technical Assistance The Specialist will provide technical assistance to grantees and property stakeholders across Colorado by: Delivering training and capacity‑building support on implementing smoke‑free policies within multiunit housing settings. Guiding grantees through stages of the policy‑change continuum, from education and readiness building to policy adoption and maintenance. Supporting communication strategies that promote smoke‑free environments and reduce secondhand smoke exposure for residents. Helping ensure that smoke‑free housing initiatives advance health equity and meet the needs of disproportionately impacted populations. General Tobacco Program Support As part of DDPHE’s comprehensive tobacco control program, the Tobacco Program Specialist will: Assist in developing community partnerships, outreach strategies, and communication efforts. Contribute to program recruitment, education, and engagement activities. Support data‑driven planning, evaluation, and reporting requirements across all tobacco‑related initiatives. Help implement public health strategies that reduce environmental tobacco exposure, promote quitting, and strengthen tobacco‑related policy efforts. Specifically, as a Tobacco Program Specialist you will: Take lead responsibility for select tobacco related grant initiatives by advancing project implementation, strengthening partnerships, and supporting integrated cessation and policy efforts across assigned program areas. Collaborate with community organizations, outreach partners, public health nursing, and service providers to align tobacco work with community priorities and ensure programming reflects lived experience, equity considerations, and barriers faced by disproportionately impacted populations. Contribute to program planning by helping shape operational workflows, outreach strategies, evaluation practices, and sustainability approaches for tobacco cessation and smoke‑free policy initiatives. Maintain a working knowledge of emerging evidence, tools, and best practices related to tobacco cessation, trauma‑informed outreach, integrated behavioral‑health support, and smoke‑free housing implementation to inform program decisions. Serve as a responsive contact for requests related to tobacco cessation access, smoke‑free housing guidance, outreach coordination, and other project‑specific inquiries from partners, grantees, and community stakeholders. Participate in state‑provided learning opportunities and technical assistance offered through CDPHE to ensure alignment with grant expectations, strengthen program quality, and support collaboration with statewide tobacco control efforts. Support department‑wide emergency preparedness and response responsibilities by participating on designated response teams; this may include periodic on‑call rotations. Training will be provided based on assigned duties. Perform additional duties as assigned to support the Tobacco Program, Community & Behavioral Health team, and the broader mission of DDPHE. Experience Requirement: Three (3) years of professional experience conducting analysis and planning the administrative aspects of an environmental or public health program. Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements. License/Certifications: Requires a valid Driver's License at the time of application.
