This role sits in the Operational Excellence Team within Tax Operations at Revenue Scotland, supporting the organisation’s commitment to delivering high-quality public services. The team’s purpose is to build capability, ensure consistency and enable colleagues to perform effectively in a complex and evolving operational and legislative landscape. Tax Operations is made up of 6 teams, and you will predominantly be working with the Service Delivery Teams and the Continuous Improvement Team. You will be required to collaborate and engage with a wide range of teams across Revenue Scotland. You will lead the design and delivery of training solutions across Tax Operations. Your main objective is to strengthen capability, improve performance and ensure staff are equipped with the skills, knowledge and behaviours needed to deliver a high-quality, compliant service. Respons ibilities Lead the development of a comprehensive training and capability strategy aligned to organisational objectives and statutory requirements Design and maintain high-quality training programmes, including on-job learning as part of induction, role based technical learning, customer service and systems training Conduct training needs analyses and monitor and evaluate training effectiveness using performance data, quality insights, stakeholder feedback, and performance metrics. Deliver engaging training using blended learning approaches (e-learning, workshops, coaching and on-the-job development) Build capability across managers and team leaders, promoting a culture of continuous improvement, to improve knowledge, decision-making and operational performance Collaborate with operational managers, specialists and stakeholders to ensure training meets business needs Maintain accurate training records and support audit and compliance requirements Ensure all training aligns with organisational policies, processes and quality standards Oversight of the quality assurance of Tax Operations tasks, processes and guidance Deputise for operational colleagues during absence, including assisting with Support desk, conducting reviews etc. Qualifications: CIPD qualification in Learning & Development (or equivalent) or willing to work towards this qualification. Working pattern Our standard hours are 35 hours per week, we offer a range of flexible and hybrid working options. Our hybrid working principles require you to attend your assigned office, Victoria Quay, Edinburgh at least 2/3 days each month. Our hybrid approach supports a blend of home and workplace working, this should be agreed with the line manager to achieve the right balance between collaboration, in-person engagement and flexibility. You can also work from our Glasgow hub office if required. Security Checks Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
