Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Within the framework of the Women’s Peace and Humanitarian Fund (WPHF), UN Women Yemen Country Office is implementing a capacity-building component aimed at strengthening the institutional and programmatic capacities of women‑led civil society organizations (CSOs). Previous structured and informal capacity needs assessments have identified gaps in results-based management, project design and management, and monitoring, evaluation, and reporting, which limit CSOs’ effectiveness and sustainability. In this context, UN Women seeks to engage a qualified consultant to design and deliver an online capacity-building training, targeting partner CSOs. The training will focus on Results-Based Management (RBM), Project Design & Management, and Monitoring & Evaluation (M&E) and will be aligned with UN Women and UN system standards. The consultant will report to the Programme Analyst, WPSH and will be supported by the programme team. Description of Responsibilities/ Scope of Work Training Topics and Subtopics 1. Results-Based Management (RBM) RBM principles and application in the UN system and UN Women programming The RBM cycle: strategic planning, implementation, monitoring, reporting, and learning Results chain and terminology: activities, outputs, outcomes, and impact (with practical examples) Development of results frameworks and logical frameworks (logframes) Formulation of SMART and gender-responsive indicators, including WPS-sensitive indicators Baselines, targets, and assumptions: setting realistic and measurable benchmarks Risk identification, analysis, and mitigation strategies Application of RBM in humanitarian, peacebuilding, and WPS contexts Common RBM challenges faced by CSOs and practical mitigation approaches 2. Project Design and Management Context and needs assessments in fragile, conflict, and humanitarian settings Stakeholder mapping and gender analysis, including power dynamics and inclusion considerations Theory of Change (ToC) development aligned with programme objectives Design of gender-responsive and conflict-sensitive interventions Work planning and operationalization: activity sequencing, timelines, and deliverables Budgeting fundamentals, including resource allocation and cost-efficiency considerations Project implementation, coordination, and oversight mechanisms Partnership management, accountability, and roles/responsibilities Adaptive management and iterative learning approaches Integration of cross-cutting priorities: gender equality, protection, inclusion, and sustainability 3. Monitoring and Evaluation (M&E) Overview of UN Women and UN system M&E standards and requirements Development of M&E plans and results frameworks linked to logframes Data collection methodologies: quantitative and qualitative approaches in low-capacity contexts Gender-sensitive, sex-disaggregated, and intersectional data collection and analysis Monitoring tools and reporting practices, including narrative and results-based reporting Introduction to evaluation: purposes, types (formative, summative), and key principles Use of data for learning, accountability, and evidence-based decision-making Data quality assurance and ethical considerations (including do-no-harm principles) Addressing M&E challenges in low-capacity, low-connectivity, and humanitarian settings Deliverables Deliverable Expected completion time (due day) Design a comprehensive online training curriculum in Arabic tailored to women‑led CSOs operating in humanitarian and peacebuilding contexts. 19-20 August 2026 Deliver a 4-day interactive online training using adult learning and participatory methodologies. 23-26 August 2026 Develop and submit a concise training report, including key outcomes, lessons learned, and recommendations. 30-31 August 2026 Consultant’s Workplace and Official Travel: This is a home-based consultancy, no travel required Competencies : Core Values: Integrity; Professionalism; Respect for Diversity. Required Qualifications Education and Certification: Master’s degree or equivalent in development studies, project management, public administration, social sciences, gender studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: At least 5 years of progressively responsible work experience in RBM, project management, and M&E is required. Experience in delivering capacity-building training for CSOs, NGOs, or UN agencies is required. Experience in working on gender equality, humanitarian action, peacebuilding, or WPS is desirable.
