TASK FORCE: Value Engineering and Asset Management UNIT: Asset Management JOB TITLE: One (1) Unit Head (Database Administration) CONTROL CODE: TVA-27-01 SUMMARY: The Mayor’s Office of Management and Budget (OMB) is New York City’s chief financial agency. OMB’s staff of analysts and technical experts assemble and oversee the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The Asset Inventory Management System (AIMS) program is a Charter-mandated function that maintains the City’s capital plant inventory and condition information, along with agency maintenance schedules and cost estimates. This work is designed to create public accountability for keeping major City assets from buildings to bridges to roads in good repair, strengthening how NYC tracks, maintains, and invests in the assets our communities depend on every day. You will be the database-layer operational owner for AIMS. The role will focus on reliable day-to-day support, clear documentation, and operational continuity through secure access pathways, written runbooks, and repeatable data operations. You will administer the AIMS database and its access controls, and partners with central IT for server-level operations (patching, infrastructure, and enterprise monitoring). We are looking for someone who is motivated by public-service outcomes and enjoys making complex systems more reliable, understandable, and well-documented. This role fits someone who learns quickly, communicates clearly, and takes ownership of getting important work across the finish line. JOB DESCRIPTION: The duties of the position include the following: - Administer the AIMS SQL Server database to support reliable day-to-day operations and required outputs. - Create and maintain clear documentation for core database operations, including runbooks for access checks, common failure modes, recovery steps, and recurring reporting workflows. - Partner with central IT on security and operational controls, including database access provisioning, role design, periodic access reviews, and backup/restore validation. - Support required AIMS deliverables and stakeholder requests by troubleshooting issues, maintaining data quality checks, and making key workflows more repeatable. - Improve reliability and reduce manual effort by designing and optimizing database structures and queries, and by implementing pragmatic automation (e.g., using Python or SQL). - Stay current on relevant database and data reliability practices, and propose improvements that fit within enterprise constraints. EXPERIENCE AND QUALIFICATIONS: Minimum Qualification Requirements: - A baccalaureate degree from an accredited college in computer science, software engineering, or a related field. - Four years of relevant experience in database administration or software engineering, or a master's degree in computer science, software engineering, or a related field. Preferred Skills: - Strong SQL Server and relational database experience in production environments, including database-layer administration and access controls. - Clear written communication and documentation discipline (runbooks, diagrams, and “what changed and why”) for both technical and non-technical stakeholders. - Familiarity with application development concepts, and the ability to partner with, or manage, software developers building user-facing tools on top of SQL Server. - Proficiency in at least one general-purpose programming language (e.g., Python). - Proficiency in Microsoft Excel and Access. - Interest in public-sector infrastructure and asset condition data is a plus. A minimum of four years of relevant experience in database administration or software engineering, or a master's degree in computer science, software engineering, or a related field.
