Commun-ET, LLC is a national AI-native permitting, utility coordination, and external construction management firm headquartered in Washington, DC. We are hiring a Utility Coordination Project Manager to run the day-to-day execution of a new East Coast utility coordination program for a marquee national quick-service restaurant brand. This is a full-time, permanent, fully remote position for U.S. based candidates, with compensation of $65,000 to $95,000 per year commensurate with experience, plus benefits including 401(k) with matching, health, dental, and vision insurance, and paid time off including most Federal holidays.
You will begin with an initial portfolio of 10 to 15 new construction sites spanning the DMV, Florida, the Northeast, and the Southeast, growing to between 75 and 100 sites as the program ramps up. This role suits a person who is highly organized, proactive, creative, and solution-oriented.
Success in this position is measurable and clearly defined. Within your first year, success looks like: every project moving from intake to formal utility application in 14 days or fewer; 95 percent or more of projects with no missed utility deadline; a 25 percent or greater reduction in utility coordination duration versus regional baseline; CIAC variances held under 5 percent on at least 80 percent of projects; meter sets completed within 7 business days of inspection release on 90 percent or more of projects; and predictive energization dates accurate within the P90 envelope at least 85 percent of the time. Commun-ET's utility coordination commitment is to ensure early project delivery for our clients, and this role is where that commitment is kept.
This position sits at the center of the firm. Utility coordination is the centerpiece of Commun-ET's delivery model, and this program is designed to become the national standard for how utility coordination is delivered across our client's development portfolio. You will report directly to firm leadership, present program performance to client leadership, and work daily inside our proprietary AI-powered platform. As the program expands to full East Coast coverage and national adoption, you will be first in line to be considered to lead it.
=== RESPONSIBILITIES ===
- Initially own the full ten-stage utility coordination lifecycle for a portfolio of program sites, from project intake and load planning through formal service application, Class of Service analysis, drawings and switchgear approval, easements, CIAC, construction coordination, inspection release, meter set, and energization
- Manage the utility coordination lifecycle efficiently, modify the ten-stage cycle as new utility information becomes available, and ensure utility coordination does not negatively impact the overall project delivery schedule
- Prepare and submit complete utility application packages, including site plans, load schedules, riser diagrams, and owner authorizations, within 14 days of project intake
- Manage active utility queues across electric, gas, water, sewer, and telecom providers, escalating stalled applications and identifying slipping equipment lead times early
- Analyze Class of Service letters within 24 hours of receipt, identify discrepancies between utility requirements and project design, and deliver a response strategy to the project team
- Coordinate cross-utility conflict detection before construction begins to catch conflicts while changes are inexpensive
- Track CIAC payments and contract execution against budget and original estimates, surfacing variances early
- Schedule and coordinate meter set and energization with utilities and general contractors through closeout
- Maintain current project data in our proprietary AI-powered platform and use predictive energization dates (P50 and P90) to manage client expectations
- Prepare and present program performance reporting to client leadership, including milestone progress reviews, KPI reporting against program targets, and forward-looking risk identification
- Build durable working relationships with client construction managers, franchisee representatives, general contractors, MEP teams, and utility new service engineering staff across the United States
- Document repeatable processes and support leadership in converting program performance into a national delivery model
=== QUALIFICATIONS ===
Experience
- Five or more years of experience in utility coordination, utility new service delivery, or commercial construction project management with substantial utility scope
- Working knowledge of the investor-owned utility new service process, including applications, load letters, Class of Service determinations, easements, CIAC, inspection release, and meter set
- Demonstrated success managing multiple concurrent projects across different jurisdictions with hard deadlines
- Preferred: experience supporting quick-service restaurant, franchise, or multi-site retail construction programs
- Preferred: direct working relationships with DMV, New Jersey, the Carolinas, and Florida utilities as well as permitting authorities
- Preferred: experience with utility providers such as PEPCO, BGE, Washington Gas, Dominion Energy, FPL, Duke Energy, TECO, Con Edison, PSE&G, Eversource, National Grid, PECO, and Georgia Power
Skills
- Excellent verbal and written communication skills, with documentation habits that produce clear, current, and defensible project records
- Strong organizational skills with the capacity to prioritize across a high-volume, multi-jurisdiction portfolio
- Comfort working inside software platforms daily and adopting AI-assisted workflows
- Proficiency in Microsoft Office Suite and remote collaboration tools such as Teams and Zoom, with the ability to work effectively in a fully remote team
- Familiarity with utility and permitting portals such as, but not limited to, DC DOB ePlan Review, Prince George's County Momentum, Montgomery County eServices, WSSC Water ePermitting, New Jersey permitting and utility portals, or FPL Project Portal
Certifications
- Preferred: PMP certification or equivalent formal project management training
