The Defense Sector at Leidos, supporting the Maritime Readiness Division, is seeking a Vessel Management System Manager to support a dynamic high growth organization. The VMS Manager will work remotely and support a wide variety of manned and unmanned vessels across numerous programs. The VMS Manager will report to the Fleet Chief Engineer and is responsible for the administration, oversight, and continuous improvement of the company’s HELM Vessel Management System across the fleet. This position serves as the primary owner of HELM and ensures the system is effectively utilized for planned and unplanned maintenance, work order management, regulatory and statutory compliance, and vessel inventory control. The VMS Manager maintains the accuracy and integrity of vessel equipment hierarchies, maintenance schedules, job plans, certificates, inspection requirements, spare parts, and inventory records while coordinating with vessel crews, engineering personnel, operations, and shore-side management. The role ensures preventive maintenance activities are appropriately scheduled, completed, documented, and tracked, while also monitoring corrective maintenance and outstanding deficiencies to support vessel reliability, safety, and operational readiness. The VMS Manager is also responsible for establishing fleet-wide standards and procedures for HELM usage, monitoring system performance and data quality, developing reports and key performance indicators, and providing training and technical support to vessel and shore-based personnel. The position works closely with vessel management, regulatory agencies, classification societies, and internal stakeholders to ensure maintenance and compliance records remain accurate, current, and audit-ready, including documentation necessary for inspections, surveys, and regulatory requirements. The VMS Manager will identify trends, recurring equipment issues, overdue maintenance, inventory shortages, and opportunities for process improvement, using HELM data to support informed maintenance planning, budgeting, procurement, and operational decision-making. The role requires strong marine technical knowledge, attention to detail, and an understanding of vessel regulatory requirements in addition to experience overseeing classification and statutory requirements and coordinating with vessel owners, the U.S. Coast Guard, and Flag States. Primary Responsibilities Report to Fleet Chief Engineer for vessel operations across programs Manage VMS Assistants Administer and maintain the HELM Vessel Management System as the fleet-wide system of record for maintenance, compliance, and inventory. Oversee planned maintenance schedules to ensure preventive maintenance is properly established, assigned, completed, documented, and closed out within required intervals. Manage unplanned and corrective maintenance activities, including equipment deficiencies, repair work orders, recurring failures, and outstanding maintenance items. Maintain accurate vessel equipment hierarchies, maintenance procedures, job plans, frequencies, and supporting technical documentation within HELM. Track vessel regulatory, statutory, classification, inspection, and certification requirements to ensure records remain current and audit-ready. Coordinate with vessel crews, engineering personnel, operations, management, classification societies, Flag States, and regulatory authorities as required to resolve maintenance and compliance issues. This aligns closely with the candidate’s experience overseeing classification and statutory requirements and working directly with owners, the U.S. Coast Guard, and Flag States. Oversee vessel inventory and spare-parts records within HELM, including inventory accuracy, minimum stock levels, critical spares, usage, and replenishment requirements. Monitor overdue maintenance, open deficiencies, equipment reliability trends, inventory shortages, and other fleet-level performance indicators. Develop and maintain VMS procedures, data standards, reporting requirements, and fleet-wide expectations for consistent HELM usage. Review maintenance and technical records for completeness, accuracy, and quality prior to inspections, audits, surveys, and management review, leveraging the same technical-report review and QA/QC disciplines reflected in the candidate’s prior experience. Provide HELM training, guidance, and technical support to vessel and shore-side personnel to improve system adoption and data quality. Use HELM data to support maintenance planning, procurement, budgeting, vessel readiness, reliability improvement, and management decision-making. Identify opportunities to improve maintenance processes, eliminate recurring equipment issues, strengthen regulatory compliance, and improve overall fleet reliability and operational efficiency. Serve as the primary shore-side point of accountability for the accuracy, effectiveness, and continuous improvement of the company’s Vessel Management System. Basic Qualifications Position requires the ability to perform in an arduous duty environment. Bachelor’s Degree in Marine Engineering 10 Years Experience with administering or auditing computerized Vessel Management Systems or maintenance management systems used to manage preventive maintenance, corrective maintenance, equipment records, compliance activities, and technical documentation. Ability to lift 40lbs Must be able to communicate effectively Must be a US Citizen Ability to obtain and maintain required security, facility, and vessel access credentials.
