I NTEGRATED BEHAVIORAL HEALTH GROUP JOB DESCRIPTION Job Title: Vice President - Clinical Operations Reports To: Chief Operating Officer Location: San Diego County, California Position Summary The Vice President - Clinical Operations provides enterprise leadership for the clinical and operational delivery of Integrated Behavioral Health Group services across residential and outpatient programs. The position is responsible for translating the organization's clinical model into consistent day-to-day practice with a focus on patient safety, treatment quality, clinical outcomes, engagement, retention, regulatory compliance, staff performance, and continuity across levels of care. Working closely with executive leadership, the Vice President integrates clinical standards with operational execution and supports a measurement-based, patient-centered model of care. Essential Duties and Responsibilities Provide leadership and oversight of clinical operations across programs and levels of care. Ensure services are delivered consistently with organizational policies, licensed scope of services, regulatory requirements, and applicable accreditation standards. Oversee clinical programming, comprehensive assessment, ASAM-informed level-of-care determination, individualized treatment planning, progress review, discharge planning, and continuing care. Support integration of measurement-based care, patient-reported outcomes, engagement indicators, treatment scoring, and other clinical information into treatment decisions. Monitor patient engagement, retention, completion, discharge, transfer, readmission, and other clinical and operational indicators to identify opportunities for improvement and earlier intervention. Oversee clinical documentation standards and promote timely, complete, accurate, and clinically meaningful documentation within the electronic medical record. Lead and support Continuous Quality Management activities, including patient satisfaction, incident review, chart audits, clinical outcomes, corrective actions, and performance-improvement initiatives. Collaborate on staffing models, scheduling, recruitment, onboarding, supervision, competency development, and performance management for clinical and program personnel. Identify clinical and operational risks and ensure appropriate corrective action, escalation, and follow-up. Support DHCS licensing and certification, accreditation, payer reviews, audits, surveys, and corrective-action plans. Collaborate with executive leadership on new-program development, expansion, clinical design, readiness activities, and implementation of new services. Clinical and Quality Leadership Establish clear and consistent expectations for clinical quality, patient experience, safety, and program performance. Use clinical, operational, and patient-feedback data to identify trends and guide quality-improvement priorities. Support development and refinement of the organization's measurement-based treatment and treatment-scoring model. Ensure significant clinical concerns, adverse events, grievances, and quality-of-care issues are reviewed and addressed appropriately. Promote evidence-informed, whole-person care integrating substance use disorder treatment, behavioral health, psychiatric care, nursing support, and recovery services. Leadership and Collaboration Serve as a senior clinical operations partner to the executive leadership team. Provide direction, coaching, and accountability to program and clinical leaders while supporting effective local operations. Promote standardization across programs while recognizing differences in level-of-care and regulatory requirements. Build effective working relationships with clinical staff, physicians, nurses, operational leaders, payers, referral partners, regulators, and accreditation organizations. Minimum Qualifications Master's degree or higher in psychology, counseling, social work, marriage and family therapy, behavioral health, healthcare administration, or a related field. Current California behavioral health professional license strongly preferred when the position performs functions requiring clinical licensure or supervision. Significant leadership experience in behavioral health and/or substance use disorder treatment, including responsibility for clinical operations or multi-site program performance. Demonstrated knowledge of residential and outpatient treatment, clinical documentation, treatment planning, quality management, patient safety, and interdisciplinary care. Working knowledge of California DHCS requirements, ASAM criteria, confidentiality requirements, and applicable accreditation standards. Strong leadership, communication, analytical, organizational, and problem-solving skills. Physical and Other Requirements The position requires the ability to perform routine administrative and leadership functions, use electronic health record and business systems, communicate effectively, and travel between program locations as needed.
