SUMMARY The Vice President of Compliance is responsible for leading the organization’s compliance function and ensuring adherence to all applicable regulatory requirements, internal policies, and ethical standards. This role provides strategic oversight of compliance operations and regulatory reporting across the company’s affordable housing portfolio. The VP of Compliance develops and implements policies and procedures to maintain full compliance with federal, state, and local housing regulations, including LIHTC, HUD, HOME, SAIL, BOND, SHIP, and NHTF programs. This leader fosters a culture of integrity, accountability, and inclusivity across the organization. Working closely with executive leadership and operational teams, this individual proactively monitors regulatory changes, conducts audits, investigates potential violations, manages reasonable accommodation requests, and implements corrective actions as needed. This position requires strong leadership, analytical, and communication skills, along with deep expertise in affordable housing compliance, Yardi systems, and Fair Housing laws. TRAVEL REQUIREMENTS Must reside in Florida. This position requires travel approximately 30% of the time to various properties within the assigned portfolio. Travel may include attending site visits, audits, training sessions, and industry seminars. Candidates should be prepared for potential overnight stays and flexible scheduling to accommodate travel needs. Strong time management and organizational skills are essential to balance travel commitments with office-based responsibilities. REMOTE WORK FLEXIBILITY This role primarily involves remote work, so candidates must be highly organized and efficient in managing their tasks. While working from home, it’s essential to maintain productivity and clear communication with the team. Flexibility in scheduling and self-motivation will be key to success in this position. ESSENTIAL DUTIES AND RESPONSIBILITIES Regulatory Compliance Oversight Ensure ongoing compliance with all affordable housing program requirements, including LIHTC, HUD, HOME, SAIL, BOND, SHIP, NHTF, and other relevant programs. Oversee setup and maintenance of compliance data and reporting configurations in Yardi to ensure accuracy and consistency. Monitor and interpret changes in federal, state, and local regulations; update internal policies and provide guidance to ensure organizational readiness. Oversee quality control of third party reviews for all initial, annual, and interim resident certifications to ensure accuracy and compliance. Manage compliance audits, inspections, and program reporting for housing agencies, syndicators, and investors. Develop and implement corrective action plans to address audit findings and ensure timely resolution. Oversee and handle reasonable accommodation and modification requests, ensuring timely review, approval, documentation, and compliance with Fair Housing, ADA, and Section 504 regulations. Prepare and maintain rent schedules in accordance with program limits and regulatory guidelines. Ensure timely preparation and submission of all required compliance reports, including IRS Form 8703, AOC reports, syndicator certifications, and monthly reporting. Policy & Procedure Development Develop, implement, and maintain comprehensive compliance policies and standard operating procedures (SOPs). Standardize compliance practices across the portfolio to promote consistency, transparency, and accountability. Maintain compliance binders for each property, containing relevant regulatory documents, program guidelines, property restrictions, and reporting requirements. Establish and maintain policies related to reasonable accommodations, and modification procedures, ensuring compliance with Fair Housing and accessibility requirements. Training & Staff Development Design and deliver training programs for property management and leasing teams on affordable housing compliance requirements and procedures. Provide ongoing education on LIHTC, HOTMA, Fair Housing, ADA, and reasonable accommodation processes. Mentor compliance staff and support continuous professional development. File & Data Management Maintain accurate and confidential records of all reasonable accommodation and modification requests and outcomes. Ensure all compliance documentation, including rent schedules, regulatory agreements, and audit reports are organized, secure, and easily accessible. Oversee accurate data entry and compliance tracking within Yardi, including unit restrictions, income limits, reasonable accommodation tracking, and reporting modules. Collaboration & Communication Serve as the primary liaison with housing finance agencies, HUD, FHFC, investors, syndicators, and other regulatory partners. Collaborate with asset management, operations, and site teams to align compliance objectives with occupancy and financial performance goals. Provide subject matter expertise in reasonable accommodation and Fair Housing compliance across departments. Support cross departmental initiatives and participate in special projects as needed. EDUCATION (OR EQUIVALENT EXPERIENCE) Bachelor’s degree in Business Administration, Public Policy, Real Estate, or a related field. Minimum of 7-10 years of experience in affordable housing compliance. Minimum of 3 years in a leadership or management role. LICENSES OR CERTIFICATIONS Housing Credit Certified Professional (HCCP) Certified Occupancy Specialist (COS) Certified Professional of Occupancy (CPO) Tax Credit Specialist (TCS) or equivalent SKILLS/KNOWLEDGE/ABILITIES REQUIRED In-depth knowledge of LIHTC, HUD, HOME, SAIL, BOND, SHIP, and NHTF programs and regulations. Strong understanding of Fair Housing, ADA, Section 504, and reasonable accommodation requirements. Experience with Yardi Voyager or similar compliance/property management platforms. Proven ability to lead compliance programs, manage audits, handle reasonable accommodation requests, and oversee regulatory relationships. Excellent organizational, analytical, and communication skills. High attention to detail and ability to manage multiple priorities.
