What We Need
- Join us for a 30 minutes call to learn more about our objectives and our organization
- Help us with the communication with PILnet after the legal health check for follow-up on the priority need
- Develop Staff conduct and safeguarding: Drafting a comprehensive staff code of conduct and safeguarding policy: this includes guidelines on delivering healthcare and legal information to clients without incurring liability, seeking legal advice on working with minor clients
- Drafting data privacy documents (website privacy policy, personal information collection statements) ensuring compliance with relevant data protection laws
- Drafting a formal complaints policy for handling staff and client grievances
Background
Quarks Hong Kong Limited recently completed PILnet’s Legal Health Check with support from a pro bono law firm. The assessment highlighted several priority areas where we need to strengthen our governance and operational practices. To move forward, we are seeking a volunteer with knowledge of NGO governance and legal compliance to guide us through the follow‑up process and assist in communication with PILnet and the law firm.Key areas of support include drafting a comprehensive staff handbook, code of conduct, and safeguarding policy; preparing agreements for volunteers, interns, board members, and events (including photo consent and risk management); and developing data privacy documents such as a website privacy policy and personal information collection statements. These resources are essential to ensure our organization operates responsibly, transparently, and in compliance with relevant laws.
What We Have
We have done some previous research for reference and our team can provide guidance when necessary. A briefing call will be arranged before the volunteer gets started.We can also share the legal health check report for reference to help with the follow-up process.
Why this is important
Strengthening governance is critical for Quarks to build credibility and sustainability. Clear policies and agreements will protect staff, volunteers, and clients, while safeguarding vulnerable groups such as minors. Improved compliance with data protection and risk management standards will also enhance trust with funders, partners, and the transgender and gender diverse (TGD) community we serve. By establishing these governance foundations, Quarks can focus more confidently on advocacy, service delivery, and community building, knowing that our operations are secure and accountable.

What Do We Do?
Providing Basic-Level Resource Support
We focus on low-touch services, offering medical information, ID card replacement guidance, and basic legal knowledge.
We connect medical, psychological, legal, and NGO resources, and provide professional service referrals.
Community Building
We organize community gatherings, workshops, and maintain safe spaces.
We collect community needs and co-develop discourse frameworks.
We connect allies and related communities (such as women, LGBTQ+, queer, non-binary, and workers’ groups) to build cross-sector collaborations.
Public Education and Narrative Reshaping
Platform for Potential Trans Youth Activists
We provide and connect promising trans youth with resources and development platforms.

We engage in academic collaborations in gender studies, psychology, sociology, and public health, transforming community experiences into evidence-based data.
