Must have reliable transportation. Must possess a valid driver’s license, have verification of current auto insurance, and have full use of an automobile during work hours. Program Summary IRCO provides various workforce development services which are funded through local workforce investment boards such as Worksystems and Clackamas Workforce Partnership, as well as City and County initiatives in the Portland-Metro region. In partnership with these funders, the Workforce Development Sector programs assist in skills development and career opportunities to immigrant, refugee, and other excluded communities in Multnomah, Clackamas, and Washington Counties. IRCO’s Workforce Development is comprised of 20+ programs and 40-50 staff delivering program services that help youth and adults get the skills, training and education they need to go to work or to advance in their careers. The three core areas of our Workforce Sector are Youth Workforce, Adult Workforce and the WorkSource Center N/NE. Position Summary The Workforce Development Manager is responsible for all aspects of IRCO’s Workforce Development sector programs including managing and growing the program portfolio, liaising with partner agencies and funders, ensuring quality client & program outcomes, the successful and timely completion of funder required reports, spending and budget monitoring, supervision of staff, and the creation of program standards, forms and processes. This position will provide direct supervision to 5-7 program coordinators and/or assistant managers. Key responsibilities include program budgeting, monitoring, planning, implementing; community outreach; program development and maintenance; and coordinating program services. The Manager is responsible, in collaboration with the program coordinators, for overseeing the day-to-day operations and oversight of the programs, relationships with partners, and implementing a variety of services in response to current workforce development needs. Essential Functions Program Leadership & Contract Management Assures that all policies, contracts, and grant obligations are met and administered appropriately for assigned programs. Provide supervision to Program Coordinators and two Assistant Managers. Lead strategic visioning for the Workforce Sector and its 20+ programs ensuring quality service delivery that centers the needs of traditionally underserved communities. Effectively collaborate with employees, partners, and training providers, to oversee the daily operations of workforce programming. Attend regular meetings with funders to discuss performance metrics, progress towards contract goals as well as strategic visioning. Conduct regular program reviews to improve efficiency and support to ensure compliance with contract requirements and make adjustments as necessary. Assist with planning, designing, supporting and implementation of program and service redesigns. Create and manage complex, program budgets with multiple funding streams, budget review, writing reports, budget amendments, contract renewal, and contract review. Ensure that all fiscal records and reports pertaining to the program are completed within required time frames, review monthly expenses, and approve invoices prepared by the finance team prior to sending them to funders. Oversee the administration of large amounts of client assistance including scholarships and supportive services. Assist in assessing, designing and implementing IRCO’s strategic planning; provide leadership, management and development of programs, which meet the social and economic needs of refugees and other clients in the community that are based on established goals and priorities. Conduct periodic program reviews and monitor sector’s operations to improve efficiency and ensure compliance with grant requirements. Perform research and analysis as they relate to the projects’ goals and objectives. Participate in funding conversations with funders and work with the development team to design programming based on best practices and workforce data. Team Management Convene monthly Workforce Sector Team meeting with assistance from Coordinators and biweekly Workforce Leadership Team meeting to discuss new policies, implement new processes, and share collective successes and challenges. Ensure programs and program staff adhere to IRCO’s policies, mission, and customer service values as well as division or program policies and values statements. Foster a caring, supportive, and accountable culture. Responsible for hiring, conducting performance evaluations, setting wages and taking disciplinary action when necessary for staff in the program unit; in alignment with agency wide practices, rules and policies. Provide initial mentoring and ongoing professional development opportunities for all staff. Ensure consistent interpretation of IRCO policies and internal guidelines and overall Code of Conduct. Counsel employees and partners on policies, conflict resolution, and grievances. Attend the monthly Workforce and Refugee Services division leadership meetings. Work closely with other Sector’s leadership within Workforce and Refugee Services Division to promote unified access services and collaboration to support the division’s overall goals. Representation & Advocacy Provide public relations and outreach support on behalf of IRCO and our funders to meet the program and organization’s overall goals and objectives. Participate in funding conversations with private and public funders at various levels to workforce development programming, IRCO, and client needs. Build and maintain positive relationships with key stakeholders such as the Workforce Investment Boards, county and City personnel, employers, subcontractors, other CBOs, and the general public. Develop and maintain inter- and intra-agency agreements. Conduct outreach activities to promote programs and agency objectives within the community. Attend and actively participate in assigned community relations activities and advisory and/or committee meetings; participate in management team meetings, staff meetings, trainings, committees, and other activities to support IRCO’s goals and objectives. Provide public relations and outreach support on behalf of IRCO to meet the program unit and organization’s overall goals and objectives. Serve on the Senior Management Team, representing their programs and contributing to key management and strategic decisions. Requirements Education & Experience MINIMUM JOB SPECIFIC QUALIFICATIONS: Education: ?Bachelor's Degree required, Master’s Degree preferred 3-4 years of staff supervisory experience 3-4 years of project/program management experience and program implementation 2-3 years of experience in employment & training services, workforce development or related field Experience in complex multi-fund budgeting and expense tracking Strong computer skills including proficiency in the use of Excel and Microsoft Office 365 Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook and PowerPoint. PREFERRED QUALIFICATIONS: Strong communication skills in a multilingual, multicultural organization Strong ability to work with multicultural staff in a team setting Ability to analyze and prepare complex and detailed financial records and expense reports Ability to use initiative and judgment in completing tasks and responsibilities Ability to function in a positive manner in a demanding work environment, to demonstrate a high degree of flexibility, to respond to priorities and schedules that change frequently, and to meet commitments Ability to meet multiple, including conflicting deadlines Ability to maintain a high level of confidentiality Ability to work flexible hours to meet the availability of clients Proficiency in a second language Physical, Mental, & Environmental Requirements Hybrid setting job Physical: Position requires little physical effort such as lifting, carrying, or constant movement, but does allow for movement needed to complete work tasks Mental: There is a regular need for assessment of risks, analysis of options and decisions without complete information Environment: This level has a work environment that is well protected, with virtually no hazards or obstacles. There is very little element of personal risk or hazard. Job conditions are stable, usually well managed, and very comfortable. Schedule: The work schedule is mostly stable and does not fluctuate without prior notice. Supervisory Responsibilities Positions at this level are normally responsible for full managerial responsibilities including providing direction to other supervisors/managers regarding the supervision of their staff. Supervisory span will include direct and indirect reports.
