Project Overview: Bechtel’s Manufacturing and Technology (M&T) business unit is supporting the Eli Lilly Houston project, a major active pharmaceutical ingredient (API) manufacturing facility in the Houston, Texas area. This complex, highly regulated project expands Bechtel’s life sciences portfolio and requires strong field leadership, disciplined planning, safe execution, and close coordination across construction, field engineering, ES&H, quality, project controls, startup, supply chain, and subcontractor teams. Job Summary: In this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare bidders’ lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs. Major Responsibilities: Prepares bidders’ lists and qualifies bidders Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions Forms bid packages and issues bid requests, coordinates bidders’ questions, and receives bids Prepares Commercial Bid Summary and recommendations to award Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure performance to purchase order requirements Identifies, defines, and secures agreement regarding purchase order changes Initiates and processes purchase order revisions that establish scope and effects on cost and schedule of agreed upon changes Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience Required Knowledge and Skills: Strong knowledge of procurement and purchasing principles, including requisition processing, purchase order administration, supplier engagement, and contract compliance. Demonstrated ability to evaluate supplier quotations, analyze pricing and commercial terms, and support purchasing decisions that optimize cost, quality, and schedule performance. Proficiency with enterprise procurement systems and purchasing workflows, including creating and managing purchase orders, tracking approvals, and maintaining accurate procurement records. Strong communication, organization, and stakeholder management skills with the ability to coordinate effectively with suppliers, engineering, project controls, logistics, and project management teams to meet project objectives. Nice to Have: Experience in pharmaceutical manufacturing facilities such as: Bulk API, sterile products, secondary packaging, devices, and lab projects. Deep understanding of cGMP regulations, and excellent interpersonal and organizational skills. Experience in the following areas: GMP manufacturing, LEAN, automation, construction, construction quality, CQV (commissioning, qualification, and validation), project controls, the engineering disciplines, safety, and scheduling Ability to lead and coordinate cross-functional teams (Owners, Architects, Engineers, QA/Validation, Contractors) in regulated contexts. Certifications or hands-on experience in CQV; CSV awareness; familiarity with FDA 21 CFR Part 11, EU Annex 11, and related regulatory frameworks. Demonstrated success delivering complex, multi-site projects in validated environments (GMP/GLP/ISO 17025) within labs, biopharma, pharmaceutical manufacturing, medical devices, healthcare, or related sectors. Specific experience delivering validated environments: GMP/GLP labs, ISO 14644 cleanrooms, ISO 17025 laboratories, or similar.
