The incumbent directs and oversees the division’s engagement strategy through the implementation and coordination of division-specific engagements, robust feedback channels, and technology-driven intel gathering processes that facilitate timely, balanced information-exchanges with internal and external stakeholders. Using market and community intelligence, the incumbent drives collaboration with research, data science, supervisory, and regulatory staff in the analysis work. The incumbent also serves the division’s interest in strengthening partnerships, identifying new stakeholders who can bring a deeper understanding of the economic and financial well-being of low- and moderate-income (LMI) communities, and positioning the Board as a trusted convener and information resource on issues affecting consumers and communities. This position is located in Washington, DC. Principal Duties and Responsibilities: Leads the division’s Engagement and Analysis function by directing the effective use of the function’s resources to address the engagement and information needs of the division, collaborating with stakeholders across the division and Board to develop and execute implementation plans, and ensuring the function’s deliverables and work products are high quality and aligned with division priorities. Partners with research, supervision, legal, data science, technology, and other staff in the analysis of key insights and data gathered from internal and external stakeholders and the development of deliverables for the Board. Oversees the identification of private- and public-sector stakeholders who can bring timely analysis and research and fresh and balanced perspectives that deepen the Federal Reserve’s understanding of economic conditions and financial realities on consumers and communities, with a particular focus on LMI. Serves as the Board’s Community Affairs Officer (CAO) providing strategic leadership and guidance to the Board’s Community Advisory Council (CAC) including actively participating in the CAC membership selection, ensures CAC discussions occur to identify issues and develop recommendations to report to the Board, and oversight of aggregation of information for the Board and the public. Leads Community Development and the engagement strategy by providing oversight, strategic direction, and guidance on initiatives that inform engagement activities. Ensures AI and technology-driven platforms are leveraged in both the market and community intelligence gathering and analysis and compliance components of the division’s work to effectively translate that information into clear and actionable insights, facilitate robust and timely information-sharing, and deliver strategic, impactful outcomes. Ensures key research, data analysis, and complex policy developments are translated into clear dashboards, issue summaries, reports, and presentations for senior leadership. Keeps abreast of trends and emerging issues in the financial services industry, consumer protection, community investment, and complex policy developments to inform the data analysis and intelligence gathering products presented to senior leadership Builds and maintains effective relationships with industry and consumer representatives by leveraging market intelligence and analysis to identify strategic partnership opportunities and guide engagement decisions. Conducts regular assessments on the current direction of the engagement work across the division to determine where better coordination among the teams conducting this work and a sharper focus on the effects of economic conditions and emerging issues on lower-income consumers and workers could yield higher quality, impactful deliverables for leadership and division use. Ensures the logistics of division-specific engagements follow due diligence procedures, protecting the Board's reputation while meeting stakeholder needs and producing high-quality deliverables. Provides strategic leadership to ensure appropriate information sharing, research, and analysis on identified consumer financial products across the Board, the Federal Reserve System (FRS), and federal and state agencies. Collaborates regularly with staff and leaders internal to the division, Board, FRS, other government agencies, and external stakeholders as needed in all activities across engagement and analysis responsibilities. Effective at managing both staff and projects in a highly matrixed work environment and bringing the advanced communication and diplomacy skills required. Communicates with and makes presentations to senior leaders within the Division, other Board Divisions, Board Members, FRS, and federal and state agencies on matters within the expertise and responsibility of this position; drives idea generation and analyses for speeches by Board Governors and Division senior leaders; may represent the Division and the Board at speaking engagements before industry, private sector, and public sector groups. Participates in establishing and achieving the Division's mission and strategic goals; oversees the handling of all personnel matters for staff members under this position’s direction, including recruiting, hiring, promotions, and staff development; fosters open dialogue, various viewpoints, and communication of competing or alternative viewpoints to facilitate reasoned judgments and sound decision making by senior leaders within the Division. Demonstrated experience working in fast-paced environments and ensuring high-quality and accuracy of deliverables, often produced on tight deadlines.
