Description Job Summary The Medical Director is a senior level administrative position with responsibility for all medical services at the assigned CVCH site. This responsibility includes the authority to oversee all aspects of healthcare delivery, regulatory compliance, quality, efficiency, and the supervision of assigned medical providers. This is a full-time position, currently 0.2 FTE Medical Director and 0.8 FTE Family Medicine Physician, as assigned by the Chief Medical Officer (CMO). Participates in shared call system with other providers as assigned. The Medical Director is directly accountable to Chief Medical Officer. Essential Functions: These functions are fundamental to the role and must be performed with or without a reasonable accommodation. Health Care Plan The Medical Director shall assist the CMO to formulate, implement, and supervise the Center’s Health Care Plan. The Health Care Plan shall constitute an organized blueprint of the strategy and logistics of the health care services provided by Columbia Valley Community Health. The formula is based on community medical needs, an epidemiological survey of the Service Area, and general demographics. It is used to generate an accurate assessment of the patients’ health care needs. The Health Care Plan shall be reviewed annually and modified as necessary. Supervise Health Care Providers Participates in the reviews of applications, interviews, and makes recommendations to the CMO of potential medical staff members. Evaluates assigned Physicians, Physician Assistants (PA), and Family Nurse Practitioners (FNP). Provides ongoing feedback to each assigned provider during quarterly rounding, and via scorecard metrics. Chairs provider meetings if requested to keep medical staff apprised of current corporate goals and objectives as they pertain to patient health management and encourages patterns of care directed toward accomplishment of these goals and objectives. Maintains compliance with the state and federal practice guidelines, and local standards of care. Assures continued medical education, skills, and training for all medical staff are maintained as required to ensure high levels of professional competency. Stimulates collegiality among medical staff so that a cooperative allegiance is cultivated, and team cohesion is maximized. Provides leadership to the health care team in their pursuit of operating an efficient self- sustaining department. Sets an example to peers and subordinates by demonstrating exemplary ethics and clinical practice. Preceptor Appropriately serves as a preceptor to healthcare professionals in training, PAs and FNPs, as needed. Liaison Maintains a liaison relationship assuring communication between the medical staff and the administrator of the local hospital inclusive of the hospital’s Board of Directors. Maintains professional relationships with the medical providers in the community. Participates in external medical, civil and community activities which may have a positive influence on the clinic’s operation and the health of all citizens in the CVCH service area when requested. Clinic Administration Advises the CMO in the deployment of personnel on the health care team to maximize the skills and knowledge of all individuals. Uses prudently the delegatory powers in dispersing the work and responsibilities as appropriate in fulfilling the mission of the organization. In partnership with the dyad partner clinic manager, reviews, formulates, and implements specific operational protocols for the Center t Monitors and intervenes appropriately in clinical management areas. Corporate Administration Participates in Leadership Team meetings and activities. Works closely with the dyad partner clinic manager on short- and long-term operational issues and concerns. Participates on CVCH strategic planning activities as requested. Although not directly responsible for, partners with dyad partner clinic manager to understand, develop, implement, and track the departmental budget. 6. Physician Provider (Refer to Physician Job Description) Maintains a full patient load in accordance with FTE allotment. Remains in good standing with the local and state professional affiliations. Essential Duties & Responsibilities: These functions are fundamental to the role and must be performed with or without a reasonable accommodation. Performs other duties and tasks as assigned by supervisor Start shift on time and meet attendance standards per the FTE assigned in HRIS system. Follow safety policies and maintain a clean, safe work environment. Demonstrate sound work ethics, flexibility, and cultural sensitivity Uphold CVCH’s mission and core values in all interactions. Comply with CVCH policies, Joint Commission standards, and HIPPA regulations. Non-Essential Functions: These are tasks that are included in the role but are not critical. They may be reassigned or modified without fundamentally changing the job. Run ad hoc reports as requested. Participate in internal committees or special projects. Contribute to internal communications or newsletters. Qualifications: Education: Must be a graduate of an accredited medical school and must have completed a residency program. Must be a board- certified primary care physician. Management experience preferred. Certification/Licensure: Must possess current, valid unrestricted license to practice medicine in the State of Washington. Must have a valid DEA license. Basic Life Support (BLS) required. ACLS or ATLS may be used to substitute for BLS. All Providers must be eligible for enrollment in Medicare and must not be currently opted out of the Medicare program Experience: Must possess experience in a leadership role which demonstrates administrative responsibilities in a progressive health care facility and includes personnel management, fiscal controls, health planning, and other related activities. Experience working in a community health center or managed care environment preferred. Equivalent experience will be considered. Language Skills: English and Spanish fluency preferred. Use of personal protective equipment (PPE), when appropriate, is required. Maximum accrual cap of 320hours; hours in excess of 320 hours will automatically transfer into the employees EIB. If an employee is within their 90-day introductory period and does not have holiday pool hours available, PTO may be used to cover the holiday if the employee has an available balance. Extended Illness Bank (EIB) Maximum accrual of 200 hours PTO hours in excess of 320 will transfer into EIB. Employees are eligible to use EIB hours after at least 3 consecutive scheduled working days of PTO (max 24 hours) which have been used for a personal illness and/or a qualifying event under FMLA or the WA Family Care Act. Holidays 64 hours related to: · New Year’s Day · Memorial Day · 4 th of July · Labor Day · Thanksgiving Day · Day after Thanksgiving · Christmas Eve · Christmas Day Holidays are based on an 8-hour day. Providers will receive a holiday pool of 64 hours as a 1.0 FTE at the beginning of each calendar year. Holiday pool hours must be used by December 31 of each calendar year; unused holiday pool hours will be forfeited. If an employee starts after the calendar year has begun, holiday hours will be prorated based on remaining holidays in the calendar year. Diversity Days 3 Diversity Days Available after the first payroll cycle after start date. Diversity days will be prorated based on start date as outlined below: · Jan 1- April 30: 3 diversity days (24 hours if 1.0 FTE) · May 1 – August 31: 2 diversity days (16 hours if 1.0 FTE) · Sept 1 – Dec 31: 1 diversity day (8 hours if 1.0 FTE) Please refer to the Paid Leave policy for additional details. 403(b) Retirement Plan Lincoln Financial 150% CVCH match up to 3% of the employee’s contribution Immediately. Spanish Immersion $2,000 Employer will reimburse Provider up to $2,000, for participating in Pop Wuj Spanish Immersion program in Guatemala, or La Hacienda Spanish School in Mexico, for a minimum 3-week period, prior to the Provider’s initial start date. Employees must agree to work for a period of two (2) years from the date of receipt of tuition reimbursement and obtain satisfactory completion of approved courses or Challenge Exams. Loan Repayment Program For approved medical providers to assist with loan repayment for a maximum of 2 years when previously denied by other loan assistance programs. · Full time Employee: Eligible for monthly stipend up to $2,100 for up to 2 years (not to exceed the loan debt) · Less than full time employee: Eligible for monthly stipend up to $1050 for up to 2 years (not to exceed the loan debt) Upon approval; Medical providers who work at least 20 hours per week, have applied for both state and federal loan repayment programs and been denied. Employees must apply for the NHSC LRP and WA State LRP once per year while receiving loan repayment through CVCH. If approved for the NHSC LRP or WA State LRP during the two-year period, loan repayment through CVCH will terminate the month prior to the award starting. Employees must agree to work for a period 12 months from the date of last monthly distribution of funds. Compensation: $269,986-$320,358 (Based on experience, FTE Allocation, and achieving Access and Quality Bonus Goals)
