Business Change Manager | 10960 | 2 year Fixed Term Contract / Secondment Opportunity | 37 hours per week | £50,166 to £54,277 per annum (Scale L) | County Hall / Hybrid Working An exciting opportunity has arisen to join Norfolk County Council's Business Change & Innovation Team within the Digital & Transformation Directorate. About the Role We are looking for a highly motivated Business Change Manager who is passionate about improving services, supporting innovation and helping colleagues successfully navigate change. This role will play a key part in delivering transformation programmes across the Council, helping teams adopt new ways of working and realise tangible benefits from digital and organisational change. Initially, a key focus of the role will be supporting the continued adoption of Microsoft Copilot and other emerging technologies across the organisation. You will work with services to identify opportunities, develop use cases, support change activities and help ensure that technology delivers meaningful outcomes for staff and residents. This is a fantastic opportunity for someone who enjoys working with people, facilitating change and turning innovative ideas into practical improvements. What You'll Be Doing Leading and supporting business change activities across a range of transformation programmes and projects. Working with services to identify opportunities for improvement, innovation and service redesign. Supporting the adoption of Microsoft Copilot and other emerging technologies, helping teams maximise productivity and realise benefits. Facilitating workshops, discovery sessions and stakeholder engagement activities. Developing and delivering change management plans, communications and engagement approaches. Identifying impacts, risks and dependencies associated with organisational change. Supporting benefits realisation activities and helping measure the value delivered through change initiatives. Building strong relationships with leaders, managers and frontline colleagues across the Council. Acting as a trusted advisor to services embarking on change and transformation. About You We are looking for someone who: Has experience of delivering or supporting business change, transformation, organisational development or continuous improvement initiatives. Is an excellent communicator with strong stakeholder engagement and facilitation skills. Can build relationships quickly and influence people at all levels of the organisation. Enjoys solving problems and finding practical solutions to complex challenges. Is confident working independently while also contributing to a collaborative team environment. Has strong analytical and organisational skills. Is enthusiastic about innovation, digital transformation and emerging technology. Desirable Experience Experience of working within local government, the public sector or a similarly complex organisation. Experience supporting digital transformation programmes. Familiarity with change management methodologies and approaches. Knowledge of Microsoft 365, Copilot, AI-enabled productivity tools or wider digital innovation activities.
