Contract Administrator TerraPower, LLC. is seeking a highly capable and motivated Contract Administrator to perform duties including sourcing, evaluating, price reasonableness, negotiating, subcontract administration, and closeouts. This position will also be responsible for supporting the development of new suppliers. This position contributes to enhancing the success of projects by limiting the overall risks and liability associated with supplier sourcing, pricing, evaluating, negotiating, performance and delivery of equipment, materials, completion of services and/or construction. The ideal candidate will demonstrate a commitment to excellence and flexibility with confidence, and an ability to interface with suppliers, consultants, management and colleagues in a professional, and proactive manner. The Contract Administrator collaborates with the larger chain organization, project teams and support functions to coordinate the review of client contracts and provides negotiation support when required. Responsibilities Initiate and manage subcontracts from pre-award through post-award, with a focus on performance, change control, quality, cost, and schedule. Partner with internal requestors to understand procurement requirements and ensure the correct goods and services are sourced. Select appropriate terms and conditions for procurements and select the right contract vehicle for the need. Review Statements of Work to ensure requirements are clearly written for potential suppliers, with no ambiguity or commercial terms. Lead sourcing and bidding activities, including Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Expressions of Interest (EOIs). Perform cost and price analysis and draft procurement summaries and basis-of-award documentation. Perform market research to identify potential sources and build a qualified, competitive supplier base through strategic partnership agreements. Support and execute against broader supply chain strategies, managing a portfolio of subcontracts sized to spend and workload. Support strategic sourcing efforts for first-of-a-kind (FOAK) major equipment and capital (CAPEX) procurements. Help build and sustain a strategic supplier base to support current and future program needs. Negotiate favorable pricing, terms, schedule, and delivery commitments with suppliers. Issue subcontracts, purchase orders, and change orders; monitor and expedite orders to ensure on-time delivery. Ensure all procurement activity fully complies with prime contract requirements and company policy. Identify and mitigate risks associated with first-of-a-kind (FOAK) designs, including supply chain disruptions, technical uncertainties, and intellectual property (IP) considerations. Drive cost efficiency while maintaining quality and technical performance and continuously improving procurement processes to accelerate project timelines and strengthen supplier collaboration. Verify receipt of items against orders, resolve receipt and payment discrepancies, and review/approve invoices to support timely payment. Maintain complete and accurate subcontract files and records; generate reports and metrics from procurement systems to support management decision-making. Manage the formal change process for procurement actions and resolve subcontract interpretations, design iterations, material changes, and schedule constraints in coordination with the Technical Representative (TR) or Supplier Project Engineer (SPE). Notify management promptly of any deficiencies or actions — on TerraPower's side or the supplier's — that could jeopardize supplier performance. Perform subcontract closeouts in a timely manner. Perform other procurement and contracting duties as assigned. Key Qualifications and Skills Required Bachelor's degree or higher in Business, Supply Chain, or a related field. 5+ years of experience in Procurement or Subcontract Management. Experience executing subcontracts in accordance with FAR and/or 2 CFR 200 Procurement Standards. Experience issuing, awarding, and managing flexibly priced subcontracts. Solid understanding of federal cost principles. Experience handling export-controlled information. Demonstrated ability to perform job duties with general supervision and guidance. Comfortably operating in a fast-paced environment with a sizable workload. Highly organized, with strong follow-through and the ability to work collaboratively across teams. Clear communicator who builds trust easily with internal stakeholders and suppliers alike. A person of high integrity who communicates openly, treats others with respect, and genuinely fosters teamwork. Self-directed and comfortable owning outcomes with minimal supervision. Experienced in using ERP systems to support procurement and contract administration. Eager to learn, coachable, and motivated to grow into a role with greater ownership over time. Preferred Nuclear industry experience. Technical or subject-matter background (can be experience-based). Experience with engineered equipment or component procurements, design/build/delivery work, or construction performed under quality assurance requirements. A track record of implementing successful interface and procurement strategies. Proficiency in Excel, Word, and PowerPoint.
