Coordinate and support the braiding of evidence based programs, initiatives and strategies implemented through the Community School Grant, McKinney Vento Grant, and Title I Grant used to provide all children with fair, equitable, and high-quality education. Work to ensure all students meet challenging academic state standards that result in closing educational achievement gaps. Coordinate the development, implementation, and monitoring of Title I, Part A funded staffing and strategies in accordance with federal and state Title I, Part A requirements and the Maryland Accountability System. Coordinate the braiding of school-based Concentration of Poverty (COP) grant-funded strategy and program implementation in collaboration with the Office of Community Schools. Coordinate and supervise Homeless Education Programs and federal McKinney Vento requirements in accordance with established guidelines. EXAMPLES OF DUTIES: Provides leadership and expertise in the implementation of evidence-based strategies that support students in meeting state academic standards, including social-emotional learning, supplemental reading and mathematics instruction, additional teaching staff, high-quality instructional materials, and before/after-school and summer programs that extend the regular school day. Supports school leaders and teams in implementing Title I Schoolwide Programs, School Progress Plans (SPP), and Comprehensive Support and Improvement (CSI) plans. Creates and monitors systemwide initiatives that support co-planning, modeling, coaching, and collaboration. Coordinates systemwide professional development for Title I school staff on effective family engagement strategies, supporting documentation, and metrics for monitoring strategy implementation, ensuring best practices in family engagement support school improvement efforts. Collaborates with service and content offices within the Division of Curriculum and Instruction and the Department of Employee Training & Development to provide regional and school-based training in assessed instructional and compliance needs. Supervises and builds the leadership capacity of specialists supporting school-based grant programs, McKinney-Vento, and Neglected and Delinquent institutions in school improvement strategies, strategic plan development, data-driven decision making, grant compliance, and the continuous cycle of improvement. Leads the development, implementation, and monitoring of Title I and Targeted Assistance School Plans. Reports issues and provides feedback to school teams on program and grant implementation. Collaborates with the Office of Community Schools, Central Programs, and Family and Community Engagement to monitor grant-funded strategies aligned to approved Community School Implementation Plans. Co ordinates follow-up with Community School Facilitators when implementation barriers arise, and ensure Title I and Concentration of Poverty (COP) resources are aligned to identified school needs. Serves as a liaison between the Division of Curriculum and Instruction and Grant Program and Homeless Education Program Specialists to support schools in enhancing educational opportunities for students, supporting families, and providing high-quality professional learning. Collaborates across offices to collect and analyze systemwide data measuring the return on investment of grant-funded activities, remove barriers, and monitor outcomes connected to grant-funded strategies. Approves and provides feedback to schools, program specialists, and inter-department teams on the alignment of Title I, School Improvement, and COP grant expenditures with approved plans, identified needs, evidence-based strategies, and applicable federal and state cost principles. Attends internal, state-level, and community organization meetings and chairs committees on behalf of the Office of School Grant Programs. Performs other duties as assigned. MINIMUM QUALIFICATIONS : Education, Training, and Experience : Graduation from an accredited college or university with a master’s degree . Five years’ leadership/management experience in an education setting. Five years’ teaching or related experienc e is preferred. Licenses and Certificates : Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment with an Administrator I endorsement. OR Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment and Administrator I Licensure. Knowledge, Skills, and Abilities : Knowledge of current research-based school improvement practices, programs, and strategies. Knowledge of current practices in assessment and State accountability proficiency . Demonstration of skill, experience, content knowledge, and pedagogy in instruction. Demonstration of skill and experience in data analysis and strategic planning. Demonstration of success in incorporating assessment requirements into classroom instruction. Demonstration of experience in school progress plan development and professional development. Demonstration of strong leadership, management, organization, communication, and human relations skills. Demonstration of strong knowledge and skill in computer/educational technology. Demonstration of strong oral and written communication skills. Ability to appropriately maintain confidential information. CONDITIONS OF EMPLOYMENT: Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class is interactive and performed primarily in a school environment. Work hours will include after school and evenings. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. FLSA: Exempt RETIREMENT: Eligible for the Maryland State Retirement System.
