Northrop Grumman Defense Systems has an immediate opening for a Program Director 1 position, located at our Palm Beach Garden, FL or Elkton, MD facilities. This position reports directly to the Business Unit Senior Director and will be a full-time onsite position. Northrop Grumman Propulsion Systems and Controls (PS&C) headquartered in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, PS&C designs, develops, and produces solid and air-breathing propulsion systems as well as control systems for a wide variety of Government and commercial customers. In addition to the Elkton, MD headquarters, PS&C has sites in Ronkonkoma, NY and Palm Beach Gardens, FL. The Program Director will have authority and responsibility for a portfolio of programs, captures, and strategic activities in the PS&C Operating Unit. The selected candidate will be responsible for ensuring successful execution of those programs as well as the strategic pursuit of opportunities to grow the business portfolio. In addition, the director will be responsible for the management and leadership of senior managers and their staff of program managers, who execute on all activities in the portfolio. This is a leadership position with daily executive interactions, and the successful candidate must display impeccable judgment, a history of strong performance, and embody Northrop Grumman’s leadership behaviors. The successful candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings across all levels, including executive leadership. The Program Director will lead all phases of programs from capture and inception through completion and closeout: Responsible for the cost, schedule, and technical performance of programs. Hiring, reductions, and realignment of program management staff Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, statements of work, specifications, operating budgets, and financial terms/conditions of contract. Acts as customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business through offset, teaming, non-traditional contractors, and large subcontractor strategies and partnerships. Directs technical investments and makes strategic business decisions including implementation of common product development across a variety of customer bases to maximize affordability. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and leads the teams to develop solutions. Directs the work of leaders assigned to the program technical, manufacturing, supply chain, mission assurance, business management, and other areas of the program, with partnership from functional homeroom leaders. Basic Qualifications: Bachelor’s degree with a minimum of 10 years of related experience or 8 years of related experience with master’s degree Minimum 8 years of management experience in Functional Management, Engineering Management, Operations Management, or Program Management Demonstrated expertise in customer shaping and engagement strategies Demonstrated program execution expertise. Ability to be at the Palm Beach Gardens facility 25% of the time if based at the Elkton facility as a significant portion of the Director’s staff and scope of work is operated out of the Palm Beach Gardens facility. Ability to travel up to 50 percent of the time total. Ability to build and lead a program management team with a vision for success and capable of delegating responsibilities to the appropriate team members. Exceptional communication and collaboration skills. Demonstrated understanding of EVMS and Risk and Opportunity Management Demonstrated experience with New Business / Capture Management Demonstrated leadership skills and the ability to work effectively in a team environment Demonstrated experience with establishing customer intimacy Effective communication and presentation skills Experience with DoD & international customers and/or partners Active Secret Clearance, which being a US citizen is a requisite Preferred Qualifications: Master’s Degree in a STEM or business field of focus 15 years of experience in government program management or DOD 10 years of management experience in Functional Management, Engineering Management, or Program Management Experience with Affordability and Capture Management Plans Experience with propulsion, advanced materials and structures, or missile control systems in the DoD or space theaters Primary Level Salary Range: $203,900.00 - $305,900.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
