Project Overview: Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers. Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary: The Fire Protection & Life Safety Systems Subcontract Technical Representative (STR) serves as the primary technical and field liaison between Bechtel and subcontractors responsible for the Fire Protection, Fire Alarm, Voice Evacuation, and Early Warning Smoke Detection (VESDA) systems across Project Cardinal. The STR is responsible for overseeing the safe execution, technical compliance, installation, integration, testing, commissioning, and turnover of all fire suppression and life safety systems, including wet-pipe, dry-pipe, deluge, water spray, sprinkler, fire alarm, voice evacuation, and smoke detection systems serving the Fab, support buildings, utility facilities, warehouses, and specialty hazard areas. The STR works closely with Engineering, Quality, ES&H, Procurement, Construction, Startup, AHJs, SIAs, Intel, and subcontractor teams to ensure all systems are delivered in accordance with contract requirements, IMCS specifications, applicable codes and standards, approved design documents, and project schedule objectives. Major Responsibilities: Provide day-to-day leadership, coordination, and technical oversight of Fire Protection and Fire Alarm subcontractors from engineering through final turnover. Ensure all fire suppression and life safety systems are designed, fabricated, installed, tested, commissioned, and documented in accordance with Intel Master Construction Specifications (IMCS), approved drawings, AHJ requirements, FM approvals, and applicable fire and life safety codes. Coordinate and manage engineering deliverables including LOD400 models, hydraulic calculations, VESDA calculations, BIM coordination, clash resolution, shop drawings, material take-offs, equipment layouts, and as-built documentation. Oversee installation and integration of fire alarm panels, voice evacuation systems, VESDA smoke detection systems, notification appliances, interface modules, sprinkler systems, dry-pipe systems, deluge systems, fire water distribution components, valves, suppression equipment, and associated field devices. Coordinate system interfaces between Fire Alarm, Fire Protection, HVAC, Building Management Systems (BMS), Facility Management Systems (FMS), Access Control, Elevator Systems, Electrical Systems, and other building infrastructures. Manage quality surveillance activities, ITP implementation, inspections, testing requirements, special inspections, hydrostatic testing, flushing, integrated systems testing, performance testing, reliability testing, commissioning activities, and final acceptance testing. Monitor subcontractor safety performance, workforce planning, material management, procurement status, construction progress, schedule adherence, and execution risks while ensuring compliance with project ES&H requirements. Coordinate RFIs, technical clarifications, design conflicts, field changes, nonconformance resolution, punch list closure, and turnover documentation requirements. Interface with Intel representatives, Quality organizations, Startup teams, Special Inspection Agencies (SIA), Authorities Having Jurisdiction (AHJs), Fire Marshals, manufacturers, and commissioning personnel to achieve successful system acceptance and turnover. Support startup activities, operator training, O&M documentation, spare parts turnover, and final closeout of all Fire Protection and Life Safety systems. Education and Experience Requirements: Level I - Bachelor’s degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus 5-8 years of relevant work experience; or 9-12 years of relevant work experience in lieu of a degree. Level II - Bachelor’s degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus 8-10 years of relevant work experience; or 12-14 years of relevant work experience in lieu of a degree. Required Knowledge and Skills: Basic Qualifications: The STR should have working knowledge of NFPA fire protection standards, FM Global requirements, Ohio Building and Fire Codes, IBC, AHJ permitting requirements, UL-listed life safety equipment requirements, BIM coordination practices, and integrated commissioning and testing requirements applicable to semiconductor manufacturing facilities. Ability to read and understand Isometrics, P&ID’s, orthographics, plans, and other design drawings. Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred. Computer literate in word processing, spreadsheet and database applications. Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces. Preferred Qualifications: Proficient level of understanding of NFPA fire protection standards, FM Global requirements, Ohio Building and Fire Codes, IBC, ASME B31-3, ASCE 7, AISC, RCSC, Familiarity with Bechtel Standard Applications (BSAPs), including TEAMWorks, Aconex, DSCS, Unifier, Agile, Navisworks, and other automation tools used on Bechtel projects. Experience in semiconductor fabrication facilities is preferred. Proficiency in Navisworks Simulate and 3D model navigation is preferred. Computer literate in word processing, spreadsheet, and database applications. Excellent communication and problem-solving ability.
