EIB, the European Union's bank is seeking to recruit for its Group Risk & Compliance Directorate (GR&C) at its headquarters in Luxembourg, a
Head of Group Financial Risk Department (GFIN)*.
This is a full time position at grade 8/9.

The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.
Purpose
The European Investment Bank (EIB) Group is the financial arm of the European Union, comprising the EIB and the European Investment Fund (EIF). Owned by the 27 EU Member States, the EIB Group supports projects that advance EU policy objectives, including climate action, digitalisation & innovation, security & defence, cohesion, agriculture & bioeconomy, social infrastructure, impact investments outside the EU and contributing to reinforce Europe’s capital markets. Operating across Europe and beyond, the EIB Group employs approximately 4,400 staff for the Bank and approximately 710 staff for the Fund in 60 offices worldwide, reflecting its global reach and ability to mobilise investment across continents while maintaining a strong focus on EU Member States, which account for about 90% of its lending activity.
Group Risk and Compliance (GR&C) is the Directorate responsible for the management of both financial and non-financial risks relating to the EIB Group’s business. Such risks include credit, market, liquidity and funding risks, operational risk as well as climate risk, reputational risk and strategic risk. In its capacity as an independent second line of defence, GR&C independently identifies, assesses, monitors and reports on the risks to which the Bank is exposed.
As the Head of Group Financial Risk Department, you will create the vision for the Department, proposing and developing financial risk policies and methodologies as part of the overall risk management framework, as well as identifying, measuring, monitoring, controlling and reporting on the risk positions. The areas under your responsibility include market risk and pricing control, treasury risk control (including portfolios managed on behalf of third parties), liquidity risk control (including intra-day, short term and long-term funding risk), payment and settlement risk control as well as counterparty credit risk control on derivatives activities. You will ensure that risk data and processes are subjected to strong and coherent frameworks (such as data and reporting governance) and perform regular reviews and further development of relevant Group Risk policies and related documents.
Operating Network
You will report to the Group Chief Risk Officer, liaise intensively with the other Department Directors within GR&C and foster a close cooperation among the Services outside and inside GR&C-Risk Management (RM). The role demands frequent contact at all levels, including Director Generals, in all other Directorates especially in the Finance (FI), Chief Financial Controller (CFC) and Group Information Systems (GIS) Directorates. Regular interface with members of the Management Committee and other governing bodies, either individually or on a collegiate level in support to the DG, is also a key element of the role.
You will be expected to maintain regular contacts with other financial risk specialists in the Commercial Banking Industry and in other Multilateral Development Banks, liaise and cooperate with external counterparts, on the development of EU policies and related projects and programmes related to financial risk and collaborate with internal and external auditors.
The Department comprises approximately 7 direct reports and more than 60 staff across specialised services covering asset-liability management, market risk, liquidity risk, treasury risk, counterparty credit risk and financial risk governance.
Accountabilities
- Provide strategic leadership and direction to the Department’s staff, fostering a high-performance culture by ensuring staff are equipped with the competencies, development opportunities, and resources required to execute the organizational strategy and achieve excellence in delivery.
- Champion a culture of collaboration, knowledge sharing, and cohesion across the Department, Directorate, and wider Group, reinforcing organizational alignment and promoting transparency, engagement, and collective accountability.
- Lead and oversee transformational change and organisational restructuring initiatives, ensuring alignment with strategic objectives while fostering resilience, clear communication, and stakeholder engagement to drive sustainable improvements in performance, culture, and operational effectiveness.
- Formulate and oversee the implementation of the strategy and policy for the Department, with a short and long-term perspective. Provide direction and set priorities for your team, fostering synergies and efficiency gains.
- Oversee the development, implementation and execution of the Budget & Procurement strategy at Department level, ensuring that projects and accounts are managed cost-effectively to maintain adherence to the organisation's financial objectives in the short, medium, and long-term.
- Provide strategic leadership and oversight for the effective implementation and continuous enhancement of the Financial Risk Management framework, encompassing Asset-Liability Management (ALM), Market Risk, Liquidity and Financial Risks, Pension Risks, as well as Credit Risk related to derivatives and treasury operations.
- Oversee the effective functioning of the Group's second line of defence for financial risks, ensuring robust independent challenge, risk governance and alignment with the Group's risk appetite and control framework.
- Drive the modernisation and continuous improvement of financial risk management capabilities through data governance, digitalisation, advanced analytics and the enhancement of risk systems and infrastructure.
- Direct the activities of the Department for the Asset and Liability Management Committee (ALCO), including the management of its Secretariat, ensuring that it operates with maximum effectiveness and alignment with the Bank’s strategic financial objectives.
- Oversee the integrity and operational readiness of critical financial risk infrastructures, ensuring that these remain fit-for-purpose and responsive to evolving market conditions.
- Foster a strong institutional risk culture by cultivating effective collaboration and cross-functional integration with other departments and services across the Group, promoting shared ownership of financial risk management principles.
- Serve as a key interlocutor with the executive and oversight bodies, including the Management Committee, Audit Committee (including the REP team), and the Board’s Risk Policy Committee, by delivering insightful, transparent, and timely reporting on all aspects of financial risk.
- Represent the Department in Group-wide committees, including the Group Risk Steering Committee and the Group Risk Steering Panel.
- Oversee the Service-level interface with the Banque Centrale du Luxembourg.
- Represent the Bank in strategic engagements with external stakeholders, including EU institutions, regulatory bodies, and peer institutions, to contribute to the formulation of EU financial risk-related policies and programs. Act as a senior point of contact for internal and external auditors, ensuring alignment with audit findings and expectations.
- Foster a culture of respect, openness and transparency, accountability, compliance with applicable regulatory, ethics and integrity rules, collaboration, inclusion, learning, creativity, collaboration and knowledge sharing, innovation and continuous improvement of processes and working methods.
Qualifications
- University degree, preferably at Master’s level, in Finance, Economics, Business Administration or any quantitative field. Post-graduate studies would be an advantage.
- At least 10 years of professional experience in banking, financial institutions or international organisations with exposure to financial, credit and market risk management and analysis, lending and financial operations.
- At least 5 years of leadership experience, including a strong track record in managing and motivating teams.
- In-depth knowledge of Financial Risk Management and proven track record in implementing/managing large-size and complex risk management software applications and data management and governance.
- Strategic thinking and clarity of vision, sensitivity to business and political issues, analytical skills and sound judgement.
- Empathy, excellent interpersonal, leadership, political and diplomatic skills; and ability to manage diverging interests, conflict and ambiguity. Resilience in business and people management issues.
- Creativity, openness to innovation and ability to support and manage complex changes.
- Fluency in English, both written and spoken. Knowledge of French and/or other EU languages would be an advantage.
