The High Explosives and Energetics (HE&E) Program within Weapons Technology Engineering is seeking a highly motivated and experienced professional to serve as the Special Facilities and Equipment Portfolio Manager . This position provides leadership and oversight of the High Explosives and Energetics special facilities and equipment portfolio and functionally reports to the leader of the High Explosives Infrastructure Program. This position is in the Energetic Materials and Design Section within the Materials Science Division. The selected candidate will use scientific and engineering judgement to help guide strategic investment planning and portfolio execution for facility and equipment refurbishment and modernization activities, with a focus on operations at the S200 and S300 locations . This role requires close partnership with facility representatives, program leaders, subject matter experts, and other stakeholders to ensure alignment with mission priorities and infrastructure needs. This position requires full-time on-site presence due to the nature of the work. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. You will Provide management and technical oversight of the HE&E special facilities and equipment portfolio. Exercise independent judgment in planning, prioritization, and execution of portfolio activities. Lead strategic planning for high explosives equipment and facility refurbishment investments. Partner with facility and program representatives, as well as subject matter experts, to align portfolio priorities with mission objectives. Chair and facilitate multidisciplinary technical review committees for HE&E facilities and equipment projects. Maintain and update internal and external real property and programmatic equipment databases. Respond to data calls from NNSA headquarters and Laboratory Infrastructure. Support and participate in technical projects at the S200 and S300 locations, applying engineering principles and ensuring compliance with applicable standards and requirements. Coordinate with stakeholders across the Laboratory to support scientifically informed decision-making and successful portfolio execution. Work to improve program workflow organization and efficiency with forward-thinking solutions systematic evaluation of process effectiveness and documentation thereof. Travel to other NNSA and Department of War sites as needed. Additional job responsibilities, at the SEL.4 level Interface with a broad range of technical staff to identify current capability gaps and gather broad input on prioritization. Annually develop program plan priorities and track throughout the year. Manage individual project budgets and report monthly on project execution status. Translate complex scientific and engineering portfolio information into clear and actionable products for internal and external audiences. Develop new ideas, modify approaches, and/or redefine customer requirements that improve organizational capabilities, operations, or long-term program direction. This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire. Bachelor’s or Masters degree in Engineering, Chemistry, or a related field, or the equivalent combination of education and related experience. Significant experience in managing facilities, equipment projects, or technical portfolios, preferably in a high explosives, energetics, or similarly regulated technical environment. Demonstrated ability to lead strategic planning and manage complex project or portfolio activities. Proven ability to work independently, evaluate scientific and engineering information, and exercise sound judgment on sensitive or high-impact matters. Ability and willingness to adapt and change plans as priorities shift based on mission need. Experience building collaboration across organizations and facilitating effective decisions among diverse stakeholders. Familiarity with NNSA and LLNL real property and equipment databases. Advanced communication, facilitation, and collaboration skills necessary to present, explain, and advise senior management. Demonstrated ability to respond to complex internal and external data requests and adjust priorities accordingly. Willingness and ability to travel as required. Experience with portfolio level management of projects with complex scientific, engineering, safety, security, and regulatory requirements and competing priorities. Additional qualifications at the SEL.4 level Extensive experience collaborating across organizations and facilitating decisions among stakeholders Extensive experience with portfolio level management of projects with complex requirements and competing priorities. Expert communication skills, both written and verbal, necessary to effectively explain, present, negotiate, advise, and influence all levels of management. Experience in strategic planning and in decision-making on matters that significantly impact overall program objectives and long-range goals. Qualifications We Desire Significant experience chairing review committees. Significant experience supporting infrastructure modernization, refurbishment planning, or capital investment prioritization. Knowledge of special facilities and equipment planning in a mission-driven technical environment. Pay Range $189,660 - $240,528 Annually for the SEL.3 level $227,430 - $288396 Annually for the SEL.4 level This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.
