About the Role
NSCC International is establishing a new HSE Director position — a senior appointment that reflects our commitment to the same standard of excellence in safety that we are known for in engineering. The HSE Director will report directly to the Group CEO, with the authority to escalate and, where necessary, halt production decisions on safety grounds across the Group. It's a rare opportunity to build a Group-wide safety culture from the ground up and raise HSE performance to international standards, rather than local minimums.
Seniority & Reporting Line
Director level, reporting directly to the Group CEO — distinct from and alongside the COO's operational report — with a formal report to the Board at year end. Leads the Group HSE function, including the existing Safety Manager and Safety Officer structure.
What You'll Do
· Lead the Group HSE function with direct-CEO reporting, Board visibility, and COO-equivalent authority to halt unsafe operations anywhere in the Group.
· Raise the Group's HSE framework to recognised international standards (ISO 45001 principles, FPS and equivalent codes of practice), audited against those standards rather than minimum local compliance.
· Build a culture where safety is everyone's responsibility — from site helper to Group CEO — not the HSE department's alone, and define explicit safety accountabilities for line management, supervisors, operators and support functions.
· Take technical ownership of the Group's priority risk areas: lifting/crane operations and drilling rig safety, including multi-rotary configurations.
· Own competent-person sign-off for lift plans, rig stability assessments, and the Group's Working Platform Certification process.
· Lead and develop the existing Safety Manager and Safety Officer team, raising technical depth and authority over time.
· Champion a non-punitive reporting culture that investigates root cause, not blame.
· Establish equipment-specific training and periodic competency re-authorisation for crane and rig operators, and extend risk awareness to everyone who plans, supervises or works near lifting and drilling operations.
What You'll Bring
· 20+ years of progressive HSE leadership in high-hazard construction/civil engineering — piling, foundations, drilling, or heavy-lift environments.
· Deep technical expertise in crane/lifting and piling/drilling rig safety, including multi-rotary rig configurations.
· Experience operating with board-level or COO-equivalent authority, including escalation/halt authority at Group level.
· A track record of elevating a safety function's governance — independent reporting lines, direct CEO access.
· NEBOSH Diploma or equivalent; Chartered status (e.g. CMIOSH) and FPS familiarity are a plus.
· GCC experience essential; UAE experience strongly preferred.
