Project Overview: Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers. Job Summary: The Project is looking for experienced Commissioning and Start-up Mechanical Leads who will be responsible for commissioning testing of mechanical systems and supporting the startup part of the project. The CSU Mechanical Lead reports to the Project Start-up Manager. The CSU Mechanical Lead will initially be in the Houston, Texas home office to assist in planning, scheduling, and preparing CSU deliverables. During field execution, the CSU Mechanical Lead will be based at the Port Aurthur, Texas PALNG site overseeing all mechanical CSU testing activities according to project specifications and schedule plans. As such, the willingness to move close to the site is a prerequisite for the position. The role requires excellent communication skills, as the CSU Mechanical Lead will collaborate with various Project team members in management, commissioning, engineering, construction, subcontractors, vendors, licensors, and procurement to achieve project objectives. The CSU Mechanical Lead oversees CSU mechanical technicians in the verification of rotating and static mechanical installation and testing components/systems within the project scope. The CSU Mechanical Lead will ensure the highest level of safety, productivity, work quality, reliability, and completion for all mechanical commissioning work. Major Responsibilities: Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed, by assuring compliance with the PTW, JHA, LOTO and STARRT procedures and practices. Home Office Responsibilities Include (this list is not all inclusive): Defining the Mechanical Testing Execution Plan and sequence required to progressively complete the mechanical testing scope. Develops and/or reviews scopes of work and scheduling documents for the project per requirements and specifications. Submit, to the Project Start-up Manager, daily and weekly progress reports related to work progress in assigned area, number of personnel in office, and Safety incidents. Participate in engineering design reviews and provide commissioning input, provide solutions, and eliminate barriers that prevent the completion of work. Provide information on the Mechanical Sections of the O&M Manuals and review material developed. Oversee the development of Mechanical test procedures for compressors, liquid hydraulic turbines, gas turbines, pumps in cryogenic service and pumps in other services, air coolers, heaters, pressure vessels and related components. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience Required Knowledge and Skills: Eight (8) plus years of commissioning experience in cryogenic units such as Liquefied Natural Gas (LNG), Ethylene Units, Petrochemical, and Gas Processing Facilities. In Lieu of formal education 15+ years of experience in cryogenic units such as Liquefied Natural Gas (LNG), Ethylene Units, Petrochemical, and Gas Processing Facilities. Additional Qualifications Good knowledge in compressor, gas turbine, and liquid hydraulic turbine mechanical testing and troubleshooting. Knowledge and understanding of administration, supervision, and management. Be familiar with ASME B31.3, NFPA 70 E and NFPA 59A Standards.
