The Quality Management Office (QMO) works with line organizations on developing and delivering programs, activities, and services that integrate quality assurance, environmental, and safety management principles throughout the Laboratory. QMO assists line organizations and Management System Stewards/Executives in planning and executing assessment activities, manages the Integrated Assessment Plan for the institution as well as the Laboratory’s Independent Oversight function, and trains and qualifies BNL staff to conduct self-assessments. Position Overview: The QMO has an immediate opening for an experienced Lead Assessor/ Integrated Assessment Specialist.This is a dual-role position: the incumbent leads and participates as an independent assessor on independent assessments and special studies across research and operational environments in support of Independent Oversight and the Contractor Assurance program. Aspects of the institutional program include the Laboratory's Integrated Assessment Plan and the Management System (MS) Performance Monitoring and Assessment Plan (PMAP) process that serves as the foundation for MS performance monitoring. The incumbent engages directly with Brookhaven Site Office (BHSO) counterparts on assessment matters and may represent BNL in the Battelle Integrated Performance Management Community of Practice. This position reports to the Institutional Assurance and Improvement Group Manager. Essential Duties and Responsibilities: Plan assessments and develop assessment methodologies, criteria, and approaches that identify significant areas of risk and best serve management needs. Lead and staff multidisciplinary assessment teams, engaging effectively with personnel across a range of technical backgrounds and organizational levels. Collect and analyze performance data through interviews, document reviews, observations, and inspections; make professional judgments on the adequacy and effectiveness of processes, systems, and programs against requirements and management expectations. Interpret regulatory and contractual requirements and evaluate means of compliance in a diverse operational and research environment. Prepare assessment reports and brief management on results, communicating findings clearly, concisely, and on schedule to the appropriate level of management. Manage multiple concurrent assessments as team lead, team member, or independent assessor, meeting the goals and deadlines of each. Support the annual MS Performance Monitoring and Assessment Plan (PMAP) process, providing guidance and feedback to MS Stewards/Executives and contributing to the review and disposition of MS performance monitoring results. Interface with all levels of Laboratory management and with BHSO on assessments and related processes. Support the Laboratory’s Enterprise Risk Management process. Demonstrated commitment to working safely, acting ethically, and taking personal accountability for operational excellence. Required Knowledge, Skills, and Abilities: Bachelor’s degree in an engineering discipline or closely related field of study, plus at least three years of full-time professional experience in a quality-management-related field such as quality assurance, quality control, assessment, or process improvement. Demonstrated experience leading multidisciplinary assessments from planning through report issuance, including responsibility for scope, criteria, and findings. Demonstrated ability to synthesize assessment results into written reports suitable for senior management and regulatory audiences. Demonstrated ability to deliver difficult findings to line management and build agreement on corrective direction. Experience interpreting regulatory or contractual requirements and evaluating compliance in a technical operating environment. Proficiency with Adobe Acrobat and Microsoft Office for report production, markup, and data analysis. Demonstrated commitment to working safely, acting ethically, and taking personal accountability for operational excellence Preferred Knowledge, Skills, and Abilities: Seven plus years of full-time professional experience in quality management-related field. Master’s degree. American Society for Quality (ASQ) Certified Quality Auditor (CQA). Trained Causal Analyst (e.g., BlueDragon, Taproot root cause methodology). Working knowledge of DOE O 414.1E, 10 CFR 830 Subpart A, and DOE O 226.1B as applied to a contractor assurance system. Experience developing Criteria and Review Approach Documents (CRADs) for independent assessments. Experience assessing in a DOE, NNSA, or comparable regulated research or nuclear environment. Familiarity with BNL’s Integrated Operational Performance System (IOPS). NQA-1 knowledge/experience. Additional Information: This is an on-site position at the Upton, NY campus.
