About this position We are looking for a proactive, collaborative, analytical, and results-oriented senior consultant to support the Strategic Operational Quality Revision Division (SQR), providing technical advice and support to IDB teams that help ensure quality at entry for sovereign-guaranteed (SG) operations on areas related to education, gender and diversity, social protection and labor markets, and health. The consultant will work closely with the SQR team, contributing flexibly across multiple workstreams, including evidence review, analytical support, systematization of lessons learned, and internal capacity strengthening You will be part SQR division which falls under the Office of Strategic Planning and Development Effectiveness (SPD). SPD is charged with providing technical guidance to develop a culture of results within the Bank, and to help the Bank innovate its core business and ensure the effectiveness and efficiency of its products and methods over time. As part of SPD, the Strategic Operational Quality Revision Division (SQR) is responsible for: • Coordinating with the Office of the Executive Vice President (EVP) on operational quality matters. • Providing guidance and conducting quality reviews of SG operations in preparation, with a focus on development impact and alignment with institutional and country strategies. • Engaging with sector and country Bank’s leaders to enhance systems, processes, and operational quality. • Leading initiatives to improve project readiness and capacity to deliver results. • Delivering capacity building initiatives on project design and quality assurance. • Supporting portfolio review activities. • Collaborating with other multilateral organizations to strengthen project design. What you’ll do Support the review and systematization of academic and applied literature related to project quality, quality at entry, evaluation frameworks, and results-based management, with a focus on how design choices and results frameworks influence project performance and outcomes. Contribute, as needed, to the conceptualization and structuring of SQR’s knowledge agenda, including the identification of priority themes, analytical gaps, and potential outputs. Support the design of a knowledge dissemination agenda related to SQR’s work, including potential blogs, internal presentations, and other communication formats. Support the analysis of SQR’s accumulated experience by selectively reviewing past project assessments, comments, and internal documentation to identify common challenges, strengths, recurring patterns, and lessons learned that can be used to strengthen future quality reviews. Support SQR in defining and structuring the analytical approach to its internal processes, including the identification of relevant information on project assignments, interactions with operational teams, review categories, and the degree of incorporation of comments, and contribute to the conceptual design of indicators and potential monitoring tools (e.g., dashboards) to track SQR’s work and outputs. Support the identification of internal learning needs within SQR and contribute to the design of an internal learning agenda, including topics related to sectoral frameworks, lending instruments, and relevant initiatives from the Bank or other international organizations. Advise project teams from the social sector on quality criteria that help increase the likelihood of impact. Assess the sectoral and strategic relevance of the program, programmatic approach and IDB added value, complementarity with other programs, level of ambition, financing instrument or modality, sustainability of results, private sector enabling environment and other criteria that could affect the operation's eligibility, quality, and viability. What you'll need Education: Master's degree, in Economics, Public Policy, International Development, or a closely related field. Experience : At least five years of relevant professional in applied research, program or project evaluation, policy analysis, or work with international development institutions. Demonstrated experience conducting literature reviews, analytical work, and contributing to technical reports. Experience working with multilateral development institutions or similar organizations is highly desirable. Languages : Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable. Requirements • Citizenship : You are a citizen of one of our 48-member countries. .
