About this position We are looking for a Health Senior Associate or Specialist to join our Health Nutrition and Population (HNP) Division. You will contribute to our operational, economic, and sector work program in Haiti. The focus is on the design and supervision of the implementation of complex health projects involving medical infrastructure, health management tools, digital health tools, primary and chronic healthcare models, and preparation for emergencies and disasters. Also, you will participate in policy dialogue and applied research in non-communicable diseases, health system strengthening and financing, healthcare access and quality, health policy, and strategy formulation and implementation. Our Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. Our objective is to foster a more productive region, with equal opportunities for people of all genders, and greater inclusion of the most vulnerable groups. You will work in the Health Nutrition and Population (HNP) Division, which prepares and supervises operations in borrowing member countries in health (e.g., health systems’ strengthening, health system financing, organization and performance, digital health transformation, etc.). What you’ll do Lead the supervision of execution, monitoring, and evaluation of operations financed by the IDB in Haiti. Coordinate project activities with project team members (for instance: fiduciary specialists, environmental specialists, project analysts) to ensure IDB guidelines are met and to advance project progress and promote project results. Work closely with executing agencies and other project stakeholders to identify and resolve complex execution issues related to the supervision of IDB financed operations in Haiti. Transfer technical and operational knowledge from learning experience in other countries to entities in charge of the execution of IDB financed operations. Engage in policy dialogue with Haitian government authorities and development partners based on technical and sector knowledge, considering country context and challenges faced and IDB policies, strategies, and guidelines. Develop and apply innovative economic and/or sector analytic work to support the preparation of country, sector and regional strategies, loan (or grant) investment operations and technical assistance programs. Lead and participate in the origination, conceptualization, and preparation of health operations in Haiti with team members and respective authorities. Contribute to pandemic preparedness and response initiatives, ensuring that health operations incorporate resilience and adaptability to future health crises. Work as a member of a multidisciplinary team, coordinating work within HNP and other IDB divisions, in addition to supporting the activities of the IDB Invest and IDB Lab, within the IDB Group. Provide technical guidance to junior staff and project team members. Provide input to prepare business plans and budgets for the accomplishment of our work program, and to report on progress to internal and external partners. Those demonstrating deeper subject-matter expertise gained through experience will be considered for Specialist. What you'll need Education: Master's degree (or equivalent advanced degree) in medical sciences, economics, public administration, public policy, public health, health management, health economics, or other fields relevant to the responsibilities of the role. Experience: At l east 3 years of relevant professional experience in health project design, financing, supervision and accompanying project execution. Experience in complex medical infrastructure, organizational change, quality improvement, design and implementation of health policies is preferable. Languages: Proficiency in French and English, spoken and written, is required. Additional knowledge of Spanish and Portuguese is preferable. Requirements • Citizenship: You are a citizen of one of our 48-member countries . We may offer assistance with relocation and visa applications for you. • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. Type of contract and duration International staff contract, 36 months initially, renewable upon mutual agreement. Haiti is a non-family post. Non-family post is defined as a Country Office whose location the Bank designates as “critical”. In such countries, the staff member's family may not reside nor visit. The selected candidate must comply with the terms, conditions and restrictions that may apply according to Bank regulations. The IDB Country Office is temporarily located in Cap-Haitien.
