Senior Associate Director - Consumer Compliance Supervision & Regulation - DCCA - R025819 Primary Location : DC-Washington Employee Status : Regular Overtime Status : Exempt Job Type : Standard Relocation Provided : Yes Compensation Grade Low : FR PAY GRADE D2 Compensation Grade High : FR PAY GRADE D2 Minimum Salary : $265,900.00 Maximum Salary : $327,200.00 Posting Date : Sep 8, 2026 Position Description Senior Associate Director - Consumer Compliance Supervision & Regulation Summary: Reporting to the deputy director, the senior associate director provides leadership and strategic direction for Consumer Supervision & Regulation, encompassing the Consumer Protection & Supervision and Consumer Laws & Regulations Branches. Responsibilities include developing policies and ensuring Federal Reserve Bank implementation of consumer compliance and Community Reinvestment Act (CRA) supervision programs for state member banks, bank holding companies, large financial institutions, and large complex banking organizations. The incumbent holds leadership accountable for bank application evaluations, enforcement actions for non-compliance (including fair lending and UDAP violations), consumer complaint resolution, and examiner commissioning programs. This position is located in Washington, DC. Principal Duties and Responsibilities: Consumer Compliance and CRA Supervision Programs Sets strategic direction and ensures effective execution of consumer compliance and Community Reinvestment Act (CRA) supervision programs across state member banks, bank holding companies, and large financial institutions. Holds leadership accountable for program quality, risk-based supervision, and alignment with Board priorities, leveraging and promoting the use of technology, including AI, to the fullest extent possible. Ensures examiner commissioning and Federal Reserve Bank oversight maintain System-wide consistency and standards. Enforcement, Applications, and Complaint Resolution Ensures appropriate evaluation and decision-making on bank applications, enforcement actions, and regulatory responses to consumer protection violations, including fair lending and Unfair or Deceptive Acts or Practices (UDAP). Makes final determinations on complex or precedent-setting matters. Maintains accountability for timely and effective consumer complaint resolution processes. Regulatory Policy Direction Ensures sound analysis and recommendations on consumer financial services laws and regulatory policy matters. Provides executive perspective on implementation of Truth in Lending Act, Equal Credit Opportunity Act, Fair Credit Reporting Act, Consumer Leasing Act, National Flood Insurance Act, and related regulations. Board and Stakeholder Engagement Serves as principal advisor to Board members and division leadership on consumer compliance and CRA supervision matters. Ensures key stakeholders across the Board, Reserve Banks, and external parties receive timely information on significant developments, emerging risks, and strategic issues affecting supervision programs. Ensures strong collaboration among other sections in the division. System Leadership and Strategic Integration Represents the Board in System-wide and interagency forums on consumer compliance and CRA supervision. Establishes strategic priorities and ensures coordination across Federal Reserve Banks. Serves on division senior management team; ensures consumer compliance supervision strategy advances the division's mission and integrates with broader supervision objectives. Leadership and Talent Development Leads and holds accountable officers responsible for consumer compliance supervision, consumer complaints, bank applications, examiner commissioning, Reserve Bank oversight, examination policy, fair lending, UDAP, and regulatory enforcement. Ensures leadership bench strength and succession planning for critical roles. Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. At least 5 years of demonstrated practical experience in consumer compliance examinations (for example, either as a former examiner or having managed consumer compliance supervision, including examinations, in a financial institution or regulatory agency). Strong general knowledge of consumer financial services issues and banking supervision. Minimum Education: Bachelor's degree in Business, Public Policy, Finance, related field or equivalent experience. Minimum Management Years of Experience: 7 years Knowledge, Skills and Abilities: Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills. Demonstrated experience and commitment to fostering collaboration and employee engagement. Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations. Ability to balance competing interests among a variety of stakeholders and readily readjust priorities to respond to pressing and changing stakeholder demands. Must be able to anticipate and meet the stakeholders’ needs while maintaining high-quality end products. Exceptional organization savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams, diminishing organizational silos, strengthening teams, and facilitating effective group and team dynamics. Requires the ability to communicate effectively, both orally and in writing, with all levels of staff and management. Has frequent contact with senior staff and other professionals in the division, elsewhere at the Board, and the Reserve Banks regarding matters pertaining to area(s) of responsibility. Has frequent contact with members of the Board, both in discussions and through memoranda, regarding matters pertaining to area(s) of responsibility. Has frequent contact with individuals from other federal agencies, international organizations, and in the private sector regarding the subject matters in area(s) of responsibilities. Participates in the development of the division’s strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility. Recommends personnel actions involving promotions, reclassifications, merit increases, and reassignments or separations in area(s) of responsibility. Ability to translate customer service and organizational development theories and best practices into effective strategies for adoption in area(s) of responsibility to achieve and maintain high levels of customer service. Ability to communicate effectively, both orally and in writing, to the Board and individual members thereof, senior Board staff, other Board and Reserve Bank staff: and staff at other government agencies and in the private sector on complex and technical matters. Ability to be an effective spokesperson and advocate for the Board and the division in outside contacts, which may involve significant business dealings. Ability to operate under pressure to meet deadlines accurately and in a timely manner.
