Organizational Setting and Reporting Relationship
The position of Senior Investment Specialist (Guarantees) is assigned to the Private Sector Mobilization and Blended Finance Division (PSMB) within the Private Sector Operations Department (PSOD) . You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, PSMB and will oversee junior team members.
Your Role
As a Senior Investment Specialist (Guarantees), you will lead and mobilize financing from commercial sources (banks, insurance companies and other entities) to ADB's sovereign and non-sovereign (i.e., commercial/corporate) clients by originating, structuring, executing, and syndicating debt, and issuing political risk and credit guarantees and maintaining relationships with commercial financiers. You will lead and contribute to mobilizing financing and risk sharing capacity in support of capital market, PPP, infrastructure, and financial market transactions on commercial terms. In addition, you will work with other institutions to effectively support and coordinate loan and guarantee syndications and assist in managing syndicated loans, risk distribution and guarantees.
You will:a. Project Management
- Lead, identify, structure, execute, and assist in syndicating/distributing transactions involving ADB's sovereign and non-sovereign clients in the infrastructure and financial sectors, including through the use of credit insurance.
- Support teams of the Regional Departments (i.e. sovereign operations) with financing from commercial sources using ADB guarantees with sovereign recourse.
- Work with other financing parties to effectively originate and execute guarantee transactions.
b. Business Development
- Lead and mobilize commercial financing through the application of guarantees for transactions with and without recourse to the sovereign.
- Lead and contribute to promoting the innovative application of commercial financing and risk sharing structures and arrangements for more effective resource mobilization and market development.
- Participate in building relationships with insurers, major commercial lenders, institutional investors, and the commercial arms of multilateral and bilateral agencies.
- Build awareness of commercial cofinancing opportunities.
c. Strategy and Planning
- Support project teams of the Regional Departments (i.e. sovereign operations) in identifying opportunities requiring guarantees and commercial financing.
- Lead and advise on appropriate financing structures for transactions involving low to moderate levels of risks and potential financiers during transactions design and program formulation.
- Recommend improvements to ADB's commercial cofinancing policies, guidelines, and practices.
d. Knowledge Management
- Lead and contribute to efforts to increase awareness of ADB's guarantee and mobilization products among other financing parties and ADB Regional Department staff.
- Lead and participate in preparing staff instructions on guarantees and risk distribution.
- Lead and contribute to maintaining knowledge of emerging best practices in guarantee syndication.
- Contribute in preparing related in-house seminars and workshops, updates of commercial financing transaction briefs, manuals, brochures and other publications.
You will need:
- Master's Degree, or equivalent, in a business or finance related field or University degree and at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years of relevant professional work experience in project and/or structured finance, including hands-on experience in originating, structuring, executing, or working with political risk and credit guarantees, and project finance transactions for infrastructure, PPP, and/or financial sector transactions.
- International experience working in development in several countries .
- Excellent written and verbal communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
