The Great Bear project is a development-stage asset located in the renowned and prolific Red Lake mining district, and represents one of the most exciting recent gold discoveries globally. The project has excellent potential to become a top-tier deposit that could support a large, long-life mine complex. Kinross’ comprehensive exploration and development program will aim to support the vision of a quality, high-grade, open-pit mine and a longer-term, sizeable underground mine. Job Summary Initially, the Project Specialist is responsible for coordinating and advancing the Great Bear housing strategy and construction program, including the planning, design, procurement, and delivery of new homes and related accommodations within the community required to support the Great Bear Project. This role carries a high degree of responsibility and will act as the owner’s representative in managing an external project management firm, while working closely with internal stakeholders, architects, developers, contractors, municipalities, and community partners. The role is intended for an experienced project leader who can provide structure, discipline, and hands-on coordination across a complex, multi-stakeholder construction portfolio. As the housing and sustaining capital needs of the Great Bear Project mature, this position will transition to supporting the sustaining capital projects portfolio at Great Bear. Key Responsibilities and Duties Coordinate the delivery of the Great Bear housing strategy, including new residential builds, transitional housing, community accommodations, supporting infrastructure, and related office or operations space. Act as the primary internal coordinator and owner’s representative for the external project management firm, ensuring clear expectations, disciplined reporting, timely issue escalation, and alignment with Great Bear requirements. Support the development and execution of project scopes, business cases, cost estimates, schedules, procurement strategies, risk registers, and execution plans for housing and community construction projects. Coordinate work with architects, engineers, developers, contractors, suppliers, municipal representatives, and internal stakeholders from concept and feasibility through construction, handover, and occupancy readiness. Monitor project progress against approved scope, budget, schedule, quality, permitting, and safety requirements, and support timely resolution of risks, issues, change requests, and decision points. Liaise with the Municipality of Red Lake, the Municipality of Ear Falls, and other applicable authorities on zoning, servicing, permitting, development approvals, inspections, and community requirements. Coordinate land, property, servicing, and development-related activities in collaboration with internal leaders such as: legal, supply chain, finance, external relations, human resources as well as, external advisors and local partners. Work with Supply Chain and the Contracts Administrator to support RFP packages, tender evaluations, contract awards, purchase commitments, contractor onboarding, and contract administration activities. Prepare, organize, and maintain project governance documentation, including AFE materials, stage-gate deliverables, decision records, meeting minutes, action logs, change logs, risk registers, and executive progress reports. . Coordinate readiness for occupancy and operational handover, including utilities, inspections, deficiencies, furnishings, maintenance considerations, documentation, and transition to responsible operations or facilities teams. Build and maintain strong working relationships with community stakeholders and local authorities to support Great Bear’s long-term presence and social licence to operate. Ensure work is completed in accordance with applicable design specifications, building codes, environmental requirements, health and safety standards, company policies, and project governance expectations. Qualifications and Skill Requirements A degree or diploma in construction management, engineering, architecture, urban planning, project management, or a related discipline, with 7–10 years of progressive experience coordinating construction, infrastructure, housing, municipal development, or capital projects. Experience managing external project management firms, consultants, contractors, developers, or multidisciplinary project teams is required. PMP certification, Gold Seal certification, P.Eng. designation, architectural or planning credentials, or equivalent project delivery experience are considered assets. Previous experience with residential construction, land development, municipal approvals, remote operations, or mining / industrial environments is preferred. Strong understanding of construction coordination, project planning, scheduling, cost tracking, risk management, and project documentation. Experience coordinating housing, residential construction, land development, site servicing, or community infrastructure projects. Familiarity with the Ontario Building Code and applicable municipal, zoning, servicing, permitting, inspection, and development approval requirements. Ability to manage external project management resources, consultants, developers, contractors, and vendors through clear expectations, structured follow-up, and timely escalation. Strong project controls capability, including schedule review, budget monitoring, change management, action tracking, progress reporting, and risk / issue management. Proficiency with MS Office, MS Project, and project reporting tools; experience with SAP, AutoCAD Civil 3D, or construction management software is an asset. Ability to communicate clearly and concisely with senior leaders, municipal representatives, technical specialists, contractors, and community stakeholders. Compensation and Total Rewards The base salary for the Specialist, Sustainable Capital Projects (Housing) is $150,000.00 to $170,000.00 + Short Term Incentive, + Long Term Incentive, + Group Benefit Coverage. The hiring range reflects our targeted compensation framework for the role.
