Introduction Chevron Phillips Chemical is seeking a Senior Manager, Legal and Public Affairs Strategy and Operations to join our team in The Woodlands, TX. Responsibilities Partner with the L&PA LT to help shape and execute annual objectives ensuring alignment with enterprise priorities and effective deployment of departmental administrative, vendor, and technology resources. Validate, refine, and implement the department’s strategic roadmap, translating strategic priorities into actionable initiatives, defined milestones, and measurable outcomes. Act as change leader to ensure successful implementation and adoption of efficient tools, processes, and operating models across the department. Lead L&PA operational and innovative transformation initiatives, including the identification, implementation, and optimization of technology solutions that improve efficiency, accuracy, workflow effectiveness, and long-term sustainability. Establish, monitor and communicate department-wide KPIs and performance dashboards to measure cost, efficiency, and service delivery effectiveness. Serve as the primary liaison between L&PA and key supporting enterprise functions, including Finance and Information Technology, translating business priorities into actionable operational plans and supporting enterprise-aligned execution. Oversee innovation, governance, and administration of department-level systems, including recordkeeping, legal matter management, and knowledge management platforms, with a focus on operational discipline and continuous improvement. Execute and continuously improve financial and budget reporting capabilities by using data analytics and trend analysis to improve visibility, consistency, and decision-making across the department. Provide leadership and oversight for vendor management operations, including vendor engagement, onboarding, e-billing platform optimization, contract compliance issue resolution, and invoice and billing processes. Direct and develop key operational resources supporting the department, including the Technology & Innovation Specialist and Vendor Specialist, while helping optimize broader administrative support capabilities across L&PA. Champion, evolve, and innovate an Administrative Assistant Center of Excellence to improve service delivery, employee experience, role clarity, and consistency in execution across administrative support functions. Anticipate and respond to evolving business needs by identifying operational improvement opportunities and leading targeted action plans across administrative, vendor, and technology functions. Support effective leadership team governance by helping to facilitate meetings, shape agendas, and develop decision-ready materials that promote transparency, efficiency, and alignment. Ensure compliance with enterprise procurement, internal control, and delegation of authority requirements by embedding governance standards into vendor, administrative, and technology workflows. Lead department-wide administrative initiatives, including onboarding, personnel transitions, training, and cross-functional collaboration, to strengthen continuity, capability development, and operational excellence. Develop, maintain, and enhance L&PA business continuity strategies to support resilience across critical administrative operations, vendor management, and technology platforms. Represent the department externally through engagement with legal and/or public affairs best practice organizations and application of benchmarking insights and emerging service delivery models to strengthen the department’s operating model, vendor strategy, and technology roadmap. Required Qualifications Bachelor’s degree from an accredited institution, preferably in business, finance, accounting, economics, management, legal studies, or a related field; advanced degree preferred. Minimum of ten (10) years of progressive experience in legal operations, corporate operations, consulting, or a complex enterprise environment. Minimum of three (3 years) of prior leadership experience. Demonstrated ability to operate at both strategic and execution levels, translating vision into measurable results. Strong experience with technology platforms, including matter/knowledge management, financial analysis, performance measurement, and cross-functional collaboration. Proven leadership capability in driving change, influencing peers, and leading complex initiatives. Ability to interpret financial information, analyze and report results, and operate effectively within financial accounting and internal control environments. Preferred Qualifications Experience with legal practice management and e-billing systems; CounselLink experience.
