Project Overview: Phase 1 of the latest SPL expansion is expected to consist of one large-scale train, Train 7, and one boil-off gas reliquefaction unit, along with supporting infrastructure and tie-ins to the existing facility. SPL is the first and largest LNG production and export complex in the U.S. Lower 48. It produced and shipped its first LNG cargo in 2016 and has since exported more than 3,300 cargoes to dozens of markets globally. Job Summary: In this role based in the Bechtel Houston Office, you will support subcontract formation and related contract management activities for assigned packages. Subcontract formation includes preparing and reviewing bid request packages, supporting development of project contract operating procedures, and coordinating required inputs from project stakeholders. You will be expected to independently manage routine to moderately complex subcontract formation activities, while receiving guidance from senior contracts personnel on high-risk, high-value, or unusually complex matters. Your work will help ensure subcontract compliance with project requirements and support effective execution of assigned scopes of work. "This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership” #LI-CS1 Major Responsibilities: Prepares bidders’ lists and pre-qualifies bidders Forms bid request packages (RFQ/RFPs) and issues to approved bidders Coordinates bidders’ questions and the team’s answers to those questions Prepares Commercial Bid Summary/Tabulation Conforms subcontract terms and conditions with the relevant scope of work Collaborates effectively with all project stakeholders in development of bid requests Manages routine to moderately complex commercial and technical work streams and supports development of acquisition strategies for more complex or higher-risk packages Works independently on assigned subcontract formation activities and escalates unusual commercial, technical, or procedural issues for senior-level guidance Negotiates the commitment of subcontracts Recommends and secures award approvals in accordance with established procedures Prepares subcontract documents for execution Performs assigned contract management activities in accordance with company policies and procedures Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience Required Knowledge and Skills: Demonstrate experience in both Contract Formation and Management with construction subcontract experience preferred Must possess a good working knowledge and understanding of subcontracting concepts, principles and practices, and the techniques of ensuring task completion, project delivery processes, and subcontractor relationship expectations. Demonstrate experience in developing subcontract pricing and payment conditions. Demonstrate experience and skilled in determining contract price reasonableness. Excellent written and verbal communication skills. Knowledge of standard computer applications such as Microsoft Office.
