WWPS serves as an owner’s representative supporting large capital projects in semiconductor and advanced technology sectors with project management, design management, construction management, project controls, scheduling, and procurement expertise. WWPS seeks a Supply Chain, Procurement and Design Manager to join our growing team in Peoria, AZ . This role supports complex semiconductor and advanced manufacturing construction projects across procurement, design coordination, project controls, vendor management, and construction interface management. The successful candidate will work closely with engineering, contractors, trade partners, equipment vendors, project controls, commissioning teams, and project leadership to align design, procurement, construction, and turnover milestones. Relocation packages are available for outstanding candidates. Design Management Responsibilities Manage the development, coordination, review, and delivery of design packages supporting semiconductor facility construction. Coordinate design activities across engineering, construction, specialty contractors, equipment vendors, and owner teams. Monitor design deliverables against project milestones and ensure engineering packages support procurement and construction schedules. Facilitate multidisciplinary design and constructability reviews across CSA, mechanical, electrical, process, controls, cleanroom, and facility utility systems. Coordinate interfaces between base build construction, process utilities, cleanroom infrastructure, and tool installation requirements. Track RFIs, submittals, design clarifications, engineering changes, technical decisions, and open issues. Work with BIM and VDC teams to identify clashes, access constraints, sequencing issues, and installation conflicts. Coordinate vendor equipment requirements, including utility needs, loads, clearances, access, and connections, with engineering teams. Evaluate design changes for cost, schedule, procurement, construction, commissioning, and turnover impacts. Semiconductor Construction Coordination Responsibilities Support construction planning and execution for semiconductor and advanced manufacturing facilities. Coordinate interfaces across cleanroom, subfab, central utility plant, process utility, manufacturing support, and equipment installation scopes. Ensure design and procurement activities support field installation sequencing. Help resolve scope gaps between designers, contractors, vendors, and equipment installation teams. Support coordination of process piping, UPW, process cooling water, CDA, bulk and specialty gas, chemical distribution, process exhaust, scrubbers, HVAC, electrical distribution, controls, and life safety systems. Support system completion, commissioning, turnover, startup, and manufacturing readiness. Procurement Planning and Coordination Responsibilities Develop and maintain procurement plans and long lead equipment tracking logs. Align procurement schedules with engineering, construction, project controls, OEM vendors, and required project milestones. Participate in equipment package strategy sessions with design teams, trade partners, and vendors. Establish priorities based on construction sequence, required on site dates, lead times, and schedule requirements. Monitor vendor engineering, submittals, approvals, fabrication, testing, shipping, and delivery milestones. Lead or participate in supplier meetings, RFPs, bid evaluations, commercial comparisons, scope reviews, and procurement recommendations. Identify scope gaps, exclusions, qualifications, and commercial risks. Develop supplier metrics and monitor vendor performance. Schedule and Project Controls Integration Responsibilities Integrate engineering, procurement, fabrication, equipment delivery, construction, commissioning, and turnover activities with the master schedule. Identify design and procurement activities affecting the critical path and proactively mitigate delays. Monitor required on site dates for major equipment and materials against vendor commitments. Evaluate schedule and cost impacts associated with design changes, procurement delays, and vendor performance. Support forecasting, cost engineering, progress measurement, and Earned Value Management as required. Develop recovery strategies when milestones fall behind plan. Vendor, Logistics and Delivery Management Serve as a primary coordination point between project teams and major equipment vendors. Facilitate technical reviews, vendor submittals, procurement kickoff meetings, and equipment coordination meetings. Track vendor engineering, fabrication, testing, and delivery progress and coordinate Factory Acceptance Tests when required. Ensure vendor documentation is available to engineering, construction, commissioning, and operations teams. Coordinate transportation, site delivery, laydown, staging, equipment storage, crane access, and rigging requirements. Escalate vendor or logistics issues and support corrective action and recovery planning. Cost, Change and Risk Management Support procurement budgets, forecasts, cost reports, bid leveling, and commercial analysis. Monitor cost exposure from design changes, procurement decisions, schedule impacts, and vendor issues. Evaluate change requests for scope, schedule, cost, procurement, and construction impacts. Identify scope gaps between engineering packages, vendor packages, construction contracts, and equipment installation responsibilities. Report on design progress, procurement, long lead equipment, vendor performance, delivery milestones, and project risk. Elevate issues early and drive mitigation actions through resolution. Requirements 7 to 10 years of relevant experience in construction, engineering, procurement, design management, project controls, or major capital project execution. Experience supporting semiconductor, microelectronics, advanced manufacturing, cleanroom, pharmaceutical, life sciences, data center, or similarly complex capital projects preferred. Demonstrated experience managing long lead equipment packages and vendor interfaces. Experience coordinating engineering and design deliverables with procurement and construction schedules. Working knowledge of construction sequencing, design development, procurement, vendor management, project controls, and change management. Familiarity with semiconductor facility systems such as cleanroom HVAC, UPW, process cooling water, CDA, bulk and specialty gas, process exhaust, scrubbers, chemical distribution, chillers, switchgear, controls, and process utilities. Ability to read construction drawings, engineering documentation, equipment specifications, vendor submittals, and project schedules. Experience with constructability reviews, multidisciplinary design coordination, bid management, subcontractor evaluation, and commercial analysis. Knowledge of cost controls, forecasting, progress measurement, and Earned Value Management. Proficiency with project controls software and Microsoft Office. Strong analytical, organizational, written, and verbal communication skills. Ability to work effectively across engineering, procurement, construction, vendor, and owner teams. Preferred Experience Owner’s representative, EPC, EPCM, general contractor, engineering, or construction management experience on major capital projects. Semiconductor fab, cleanroom, subfab, central utility plant, process utility building, advanced packaging, or related manufacturing construction experience. Experience coordinating base build construction with process equipment or tool installation requirements. BIM or VDC coordination, commissioning, turnover, startup, or manufacturing readiness experience. Education BS or BA degree in Architecture, Engineering, Construction Management, Supply Chain Management, Business, or another construction related discipline preferred. Equivalent education and relevant project experience will be considered. Work Environment This position works in office and active construction site environments with frequent coordination across engineering, construction, procurement, project controls, vendors, and project leadership.
